Cresencz (CMC) VA Medical Center. PREF is hiring a Grants and Contracts Manager. This position reports to the Executive Director of PREF. Interaction with senior medical center management and staff, affiliated university staff and VA employees is also required of this position. In addition to the criteria listed below, the ideal candidate will be a highly motivated, fast learner and that is willing to work hard to further develop the research program. The Clinical Research Grants and Contracts Manager must have a high degree of knowledge and experience in federal grant funding and will take responsibility for pre and post award management. Incumbent will handle all aspects of pre-award and post-award for an assigned portfolio, using their knowledge of federal grant rules and regulations governing OMB circulars, NPC and VA institutional policies. The incumbent can function with a high degree of autonomy, working collaboratively with investigators and key staff on complex proposals and awards such as grants or contracts which may require complex budgets, multiple investigators, and numerous subawards; adheres to sound financial practices to ensure funds are expended appropriately and effectively, in accordance with institutional policies and best practices; works in partnership with PREF’s executive director, accounting and administrative staff within the investigator department to support efficient, reliable grant management services. A hybrid or remote position will be considered.
KEY RESPONSIBILITIES
Assesses PREF’s current financial transactions and workflow with particular attention to complex federal awards; participate in evaluation of a management resource or electronic tool to ensure best accounting practices, report generation and subrecipient monitoring. Develops positive and collegial relationships with investigators, their staff, and institutional stakeholders across the VA and PREF’s three sites to ensure open communication and timely response to inquiries. Uses advanced contracts and grants concepts to manage a portfolio of complex awards. • Assists with awards, financial reporting and/or other relevant, pertinent transactions to ensure compliance with institutional and sponsor policies. Partners with accounting and operations staff as it relates to federal grant reporting, invoicing, and managing revenue; assists with financial inquiries from varied institutional stakeholders. Maintains working knowledge of online financial systems. Assists investigators with preparation and submission of contracts and grants. Reviews proposals to extramural sponsors to ensure compliance with agency regulations. • Oversees fiscal management for all contracts and grants, pre-award and post-award compliance. Provides budget projections for Investigators on quarterly basis, or as requested. Responsible for ensuring all necessary pre- and post-award compliance activities (i.e., JIT, progress reports, FCOI) are completed within the required timeframes while adhering to sponsor and institutional policies. Responsible for award close-out and confirm all reports have been submitted to sponsor agency. Prepares annual operations budget in collaboration with account manager and executive director.

QUALIFICATIONS
Minimum of 5 years of relevant experience in federal/non-federal award management required. Direct experience working with US Department of Veterans Affairs preferred. MBA and/or Certification as Research Administrator (CRA) preferred. Excellent communication skills and service-oriented approach to research administration. Outstanding organizational and project management skills. Excellent analytic and problem-solving skills. A hybrid position.
