This position is located in Division of Federal Contracts and Vendor Management, Richland County. Are you the One? We are looking for a Grants Administrator II who serves as Contract Administrator for the South Carolina Department of Health and Human Services (SCDHHS). Designated point of contact for internal agency stakeholders and external contractors and vendors. The Contract Administrator oversees and supports diverse, high-dollar value, multi-year, complex contracts and ensures efficiency and effectiveness of Contract Administration within the Bureau. Affirms contract cost and value align with Agency strategic plans and goals. Complies with federal and state rules and regulations pertaining to contract management. Manages the development and implementation of Contract Administration and Monitoring Plans, Procedures, Practices and Protocols to ensure contractual obligations are met in accordance with Federal and State laws and regulations and as established by SCDHHS policies and to Agency’s satisfaction. In collaboration with contract and business owner(s) and program area(s), develops, creates, and maintains all procedural documentation, tools, and reports, etc. essential to properly monitor, analyze, measure and report contract and vendor deliverables and compliance. Evaluates and updates all resources to ensure accuracy. Maintains contract administration and monitoring protocols, practices, and plans tailored for each assigned contract, including the collection and storage of data and evidence required to monitor, analyze, and report compliance. Documentation is accurate, concise, and easily followed and utilized by others. Ensures compliance to established processes. Cooperates with other owners on any assigned contracts which are shared. Performs Contract Administration and Monitoring duties for all assigned contracts as required. Assists stakeholders in addressing non-compliant performance and deficiencies through creation and delivery of remedies, such as, facilitating of communications, drafting of formal letters, assessing financial penalties (Liquidated Damages LDs), and issuance of Corrective Action Plans (CAPs), and other mutually agreeable resolution options necessary to promote correction and improvement. Supports program area and procurement in development of documentation and other requirements necessary to properly solicit, procure, approve, fund, award, and execute contracts. Aids program area and procurement in developing, and implementing Contract Renewals, Changes, Updates and Amendments. Reviews invoices and affirms compliance with terms of the contract documents. Calculates, conveys and gains required approvals of deductions resulting from imposed financial penalties through invoice review and approval process. Measures contractor performance and compliance in terms of quality, quantity, timeliness, and cost as defined within the contract documents and to agency satisfaction in accordance with established policies. Develops statistical tools and metrics to analyze, measure, and assess contract and contractor performance, compliance, and trends (negative or positive). Quantifies positive and negative consequences of compliance(non) and inconsistencies. Makes recommendations of preventative or corrective actions to ensure unsatisfactory performance is identified and addressed. Measures and assesses risk; asserts value and cost benefits align with Agency strategic plans and goals. Utilizes standardized record keeping practices to document contractor performance. Ensures significant events are well-documented and records of monitoring evidence and results are maintained, including all correspondence, and meetings, to aid in resolution of issues and disputes, and to measure cost benefits and value of services to Agency. Tracks and reports program and contract spend as defined through awarded Contract’s Total Potential Value (TPV), modification pool, Purchase Order, and Contractor Invoices. Identifies and conveys potential fiscal or program risk. Reports contract and contractor performance, compliance, and trends (negative or positive). Conveys potential consequences performance failures. Reports on contract’s value, risk and cost benefits for consideration prior to renew or terminate. Utilizes reporting methodologies and tools (dashboards) to present a holistic overview of all contracts and contractors’ performance to agency stakeholders and executives. Performs other duties as assigned. Serves as back-up and covers tasks and responsibilities of other team members as requested and assigned. Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities. Additional Requirements:

Preferred Qualifications Demonstrated experience and knowledge in Grant/Contract Management or Administration. Knowledge of the Medicaid Program and Managed Care or Health Insurance or health insurance, preferred. Working knowledge of data research, and analysis and reporting. Ability to evaluate, interpret and measure metric-based data and trends to report benefits and risks. Ability to understand, interpret and experience in application of rules, regulations, policies, procedures principles and practices of contract compliance and procurement. Demonstrated ability to communicate professionally and effectively orally and in writing. Ability to establish, promote and maintain positive working relations internally and externally. Ability to organize and complete tasks and assignments and to work independently with minimal guidance. Experience in researching, ascertaining and interpretation of contract requirements, deliverables, Service Level Agreements (SLAs), milestones, Scopes of Work (SOWs), etc. Proficiency in Microsoft Suite-Office 365; advanced acumen in Microsoft Word, Excel, Outlook, and Internet Explorer. Contract Management Certification and Procurement Certification of CPPB or CPPO preferred.
