Are you the One? We are looking for a Program Coordinator II (Medicaid Systems Contract Monitor) who ensures contractor compliance with contract requirements by examining and analyzing records, reports, operating practices, and documentation. Reviews and evaluates the contractor by performing analytical or consultative audit work. Monitors compliance by contractor employees with established procedures. Identifies areas of recurrent issues. Tracks, assists, and escalates as necessary the planning, coordination, and execution of new contracts and contracts amendments. Archive and stores supporting documentation, communications, reports, etc.
Completes audit work of the Contractor by documenting audit findings monthly. Audits are correctly documented, prepared and reviewed to ensure that the Contractor corrects any deficiencies. Keeps detailed records of the Contractor’s performance, and if it is not satisfactory or problems are anticipated, notifies their supervisor and the Bureau Chief of Medicaid Systems. Presentation of audit findings are presented in a clear, concise manner. Addresses questions and concerns effectively and professionally. Provides reporting and escalation of contract deficiencies when needed. Assists with revising existing procedures or help develop new ones when needed. Process improvement and corrective action plans are developed and implemented based on agreed upon timelines.
Assists with facilitating meeting appointments and agendas. Meets with the Contractor on a monthly basis to review progress, discuss problems, and consider necessary changes. Clarifies contract goals and resolves monthly audit finding disputes in a timely manner. Provides qualitative observations and data on how well contract obligations and services are being met. Manages, coordinates and communicates all tasks associated with contract monitoring responsibilities to Medicaid Systems designated leaders and stakeholders. Engages other agency and external partners as needed. Provide day-to-day oversight, follow-up, and maintenance of assigned contract/vendor related escalations. Measures, tracks, and reports regularly on contract/vendor related escalations for assigned contracts.
Participates in agency and departmental meetings and trainings as assigned. Serves as back-up and covers tasks and responsibilities of other team members as requested and assigned. Completes assigned tasks based upon agreed upon timeframes with supervisor of Medicaid Systems Process & Artifact Development Manager. Participates in all required meetings.
Reviews and participates in development of contract renewals, invitations for bids, and requests for proposals. Coordinates activities for new contract implementation. Ensures contractor understanding of contract terms and deliverables with every new contract, contract period or change. Collaborates with contractors regarding development and implementation of process improvement and corrective action plans as needed. Evaluates, updates, and maintains all resources to ensure accuracy. Maintains contract monitoring protocols, practices and plans tailored for the development and implementation of each assigned contract, including the collection and storage of data required to monitor, analyze, and report compliance.
Attends and participates in conferences, webinars/online training, and courses that build skills related to job functions. Participates in and successfully completes all required training.

Minimum and Additional Requirements
A bachelor’s degree from a college or higher institution recognized by the U.S. Department of Education & Council for Higher Education (CEA) and relevant program experience in social service programs, business administration, general administrative management or relevant program experience.
Related work experience may be substituted for the bachelor’s degree on a year-for-year basis with approval from State Human Resources. professional experience.

Ability to exercise judgment and discretion. Ability to establish and maintain effective working relationships. Ability to interpret and apply laws, regulations, policies and procedures. Ability to communicate effectively. Ability to compile & analyze Key Performance Indicators and SLAs for the contracts in the Bureau of Medicaid Systems.
