Program-General What You’ll Do Serve as the Director for the Oak Ridge Enhanced Technology and Training Center (ORETTC) reporting to the Senior Director of Global Security and Strategic Partnerships (GSSP). Responsible for fulfilling the strategic vision for ORETTC success and for excellent execution of all work scope assigned to ORETTC. Works with GSSP Program Directors/Managers and Y-12 National Security Complex Managers in proposal development, validating work scope, obtaining and managing funding, controlling schedules, and assuring deliverable completion. Major Job duties including the following: Oversee a world-class technology demonstration and advanced training center that specializes in radiological/nuclear nonproliferation, emergency response and global security, supporting personnel and organizations at the local, state, federal, and international level across a multitude of mission sets. Provide a technology platform to test, demonstrate, and utilize emerging technologies that support nuclear detection, security, and disablement. Serve as a senior point of contact for ORETTC. Represent ORETTC to customers, including DOE and non-DOE governmental organizations at multiple levels, international partners, universities and other academic institutions, and private companies. Establish and enhance relationships with other DOE and government agency training facilities. Sustain cooperation and collaboration with local, state, and regional organizations that have a role at ORETTC. Develop and maintain strong professional relationships with partner academic institutions for educational and technology development opportunities. Promote ORETTC’s body of work with personnel and facilities at Y-12 and other DOE Labs/Plants/Sites. Manage all ORETTC personnel, including full and part-time employees and contractors.

Ensure all operations are synchronized:

plans, training activities, and technology testing and demonstration and ensure compliance with all DOE, NNSA, health and safety, security, and other applicable regulations. Ensure ORETTC stays within its budget and assure maximum value of the ORETTC Infrastructure Pool while keeping overhead costs low. Own the review / authorization of scope proposed to be executed at ORETTC, ensuring that all risks are identified / mitigated through the ORETTC Screening Worksheet. Own the implementation of GSSP strategic initiatives related to future goals/opportunities of ORETTC. Work closely with ORETTC Steering Committee to increase ORETTC’s momentum and enhance its reputation with the customer base, peer organizations in NNSA/DOE, other government agencies, and internationally. Minimum 5 years of management experience. Twenty or more years of relevant education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting. Preferred Job Requirements MS degree in a relevant discipline and 10 – 15 years’ relevant work experience or Doctoral degree in a relevant discipline and 8 to 10 years’ relevant work experience is preferred. DOE security clearance at the SCI level. Experience related to nuclear nonproliferation/counter proliferation programs, university partnership programs, emergency response programs, Y-12 operations and broader NNSA programs is required. Significant experience and relationships with academia including knowledge of how to establish partnerships with these institutions is required. Experience related to knowledge of nuclear nonproliferation/counter proliferation programs, international safeguards and security, the nuclear fuel cycle, nuclear forensics, Y-12 capabilities is a plus. Strong leadership and interpersonal skills and the ability to interact, present and communicate with CNS Senior Management, NNSA, and other government customers on a regular basis. Specialized technical and programmatic knowledge in nuclear detection and security research and development plus significant track record managing major technical projects/functions is desired. This position may be categorized as a “designated position” identified by 10 C.F.R.
