- Summary/Objective
- Dispatcher I -Provide constant, rapid and accurate communications between field units and operations base.
Dispatcher II -In addition to the above, must effectively be able to:1. Reviews TWACS voltage reports and sends appropriate field personnel to check locations that are found to be out of normal parameters.2. Works with field technicians during TWACS maintenance to send TCT diagnostic commands and review the response status and signal strengths.3. Works within the TWACS AclaraOne software and reviews necessary reports to aid in maintaining the TWACS database.4. Operates the storm mode functions on AclaraOne to disable and enable commands being processed by individual or groups of substations when necessary.5. Must be able to perform path modifications and run alternate path map functions when field personnel change the feed on line sections.
Dispatcher III -In addition to the above, must effectively be able to:1. Reviews PPM Disc/Recon tab to identify prepay locations with no DSI and makes orders for installs.2. Must have a thorough understanding of Proasys and how it relates to the OMS and TWACS systems.3. Reviews ReportIQ spike reports and uses interval data reports to determine which members need to be contacted about increased usage on their accounts.4. Reviews MDM illegal usage and negative usage reports to identify accounts that need to be checked for tampering.5. Must be able to perform force path modifications and create temp back feeds when necessary.6. Must be able to analyze TWACS substation notification records and equipment statuses to aid field personnel in troubleshooting

issues.7. Must have a general understanding of the TWACS job scheduler and be able to edit jobs when instructed to do so.8. Must be able to run diagnostics on LCT devices and review reports to determine if they have been disabled.

Other duties may be assigned.1. Works within the OMS and related software including Calls Manager, Crew Manager and Crew Call to identify system outages, mobilize necessary field personnel and document all outage details. Must exhibit a thorough understanding of these systems.2. Maintains constant monitoring of all communications in the field between units and between stations, documents and records the sequential actions taken by the field crews.3. Maintains outage reports and compiles information for monthly outage report.4. Dispatches field units to handle service interruptions, meter connects/disconnects and any other field services, as necessary.5. Monitors SCADA System for alarms indicating system disturbances, weather conditions and records pertinent data, system load constantly and intensely during peak load conditions; maintains appropriate records. Reports SCADA system failures as directed by supervisor.6. Assists in issuing voltage control commands as necessary to provide load reduction during potential peak periods.7. Issues commands through SCADA system as directed by proper Cooperative personnel, if instructions are consistent with safety and service requirements, and makes decisions regarding necessity to issue commands through SCADA for improving safety to Cooperative personnel and public.8. Issues non-reclosing switches to Cooperative personnel and maintains record of same, and issues breaker open commands as judged necessary to ensure safety.9. Performs Member Service duties as required.10. Identifies mapping errors when using OMS and relays information to the mapping department so corrections can be made.11. Monitors TWACS substation communication and command details for potential issues and makes appropriate personnel aware of concerns.12. Issues TWACS rereads after billing and interval jobs so the read files are as co plete as possible. Runs failure report after billing reads stop to identify possible outages and meter issues and then makes appropriate service orders.13. Works within Service-Link Dispatch to send mobile service orders to appropriate field personnel.14. Maintains TWACS meter and DSI associations.15. Searches meters, DSI units and LCT devices into TWACS when necessary.16. Works to resolve DSI alerts and pending commands.
