Summary The Associate Director of Emergency Management is responsible for supporting the strategic direction, coordination, and execution of emergency preparedness, response, and recovery efforts across all Jackson Health System (JHS) facilities. Reporting directly to the Senior Director of Disaster and Emergency Preparedness, this role plays a vital part in strengthening the organization’s resilience and ensuring compliance with emergency management regulatory standards. Partners with internal stakeholders and external agencies to develop and maintain the system-wide Emergency Operations Plan (EOP) in accordance with strategic plans, applicable JHS policies, as well as AHCA and Joint Commission requirements and standards. Conduct drills and exercises and provide subject matter expertise in incident management and healthcare emergency preparedness. Collaborates with appropriate internal staff and external partners/agencies in the establishment of system-wide and community related emergency management programs, strategies and initiative. Responsibilities Assist in the development, implementation, and maintenance of JHS’s Emergency Operations Plan (EOP) and related annexes in compliance with The Joint Commission, CMS, AHCA, and other regulatory standards. Coordinate and oversee system-wide preparedness initiatives, including drills, functional exercises, full-scale exercises, after-action reports (AARs), and improvement plans. Support facility-specific emergency management plans, ensuring alignment with overall system objectives and regulatory expectations. Collaborate with local, county, and state emergency management partners to strengthen community preparedness and integrate JHS into regional response frameworks. Assist in the development and maintenance of hazard vulnerability analyses (HVAs), continuity of operations plans (COOPs), and other risk-based assessments. Conduct training and educational sessions to ensure staff readiness and understanding of emergency management protocols. Monitor compliance with emergency management requirements across JHS campuses and prepare for regulatory surveys or audits. Participate in committees, task forces, and planning groups related to emergency preparedness, response, and recovery. Maintain situational awareness during emergency incidents and provide timely briefings to leadership and command staff. Prepare and submit required emergency management reports and documentation in coordination with regulatory agencies. Perform all other related job duties as assigned. Experience

  • Minimum of 5-7 years of progressive experience in emergency management or disaster preparedness, preferably in a healthcare or hospital setting.
  • At least 3 years of leadership or supervisory experience in an emergency management capacity. Education
  • Bachelor’s degree in Emergency Management or a related field required.
  • Master’s degree strongly preferred. Credentials
FEMA ICS-100, ICS-200, ICS-700, ICS-800

required; ICS-300 and ICS-400 preferred.

  • Certified Emergency Manager (CEM), Florida Professional Emergency Manager (FPEM), or equivalent preferred.
