Position Summary:

The Emergency Management Administrator incumbent performs at a highly responsible and professional level managing, planning and administering the Emergency Management Department. This position is responsible for management for all departments and facilities of PHT/Jackson Health System. The incumbent is responsible for the day to day management and continuous improvement of the strategic emergency of the PHT, utilizing best practices and the highest standards of customer service, integrity, innovation, and efficiency.

Responsibilities:

Provides ongoing support during the implementation and maintenance of Jackson Health System’s (JHS) Emergency Operations Plan (EOP) in accordance with established administrative policies, procedures, and strategic plans. Assists in ensuring that the EOP complies with the latest standards, regulations, and guidelines established by The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Agency for Health Care Administration (AHCA), Centers for Diseases Control and Prevention (CDC), and other federal, state and local mandates. Coordinates Hospital Incident Command System (HICS) implementation and National Incident Management System (NIMS) compliance as needed. Assists in the preparation and/or revision of JHS’s system-wide emergency management related policies and procedures addressing natural, technological, biological, and chemical events, as well as other types of internal and external disasters, to ensure efficient and safe operations at all JHS facilities. Collaborates with appropriate internal department leaders and staff of JHS during the establishment of department-specific protocols and procedures to ensure compliance with JHS’s emergency management program. Maintains memberships on relevant committees. Becomes the Liaison Officer during activation of HICS and provides ongoing support to the Incident Commander and other command staff during the response to emergency events, disasters, and incidents involving or affecting any JHS facility. Responsible for the operational readiness and integrity of the Jackson Memorial Hospital Command Center; provides such support to the other JHS campuses, as necessary. Coordinates the review of risks, hazards, and potential emergencies defined in the JHS Hazard Vulnerability Analysis (HVA) policy and procedure. Collects and reviews each JHS facility’s HVA at least annually and performs assessments on an as-needed basis, addressing opportunities for improving and continuously developing/revising facility-specific emergency response plans. Keeps the documented findings of this annual review on file. Conducts an assessment/review of emergency response equipment and/or supplies/stockpile on inventory at least annually to ensure availability, maintenance, and safe keeping. Ensures that the EOP is tested by providing support during the development, implementation, and facilitation of staged emergency response drills and exercises at all JHS facilities in accordance with TJC, CMS, AHCA, and/or Homeland Security Exercise and Evaluation. Program (HSEEP) guidelines and standards. Schedules debriefing/hotwash/after-action meetings as needed and follows up on required after-action evaluation activity. Coordinates internal response efforts with JHS stakeholders, Florida Health Department and/or CDC pertaining to established life-saving medical material and pharmaceutical distribution programs as requested. Initiates and maintains effective relationships with appropriate external partners, and ongoing communication with Miami-Dade Emergency Management and the Florida Fusion Center. Acts as liaison/representative for JHS on the regional, state, and local levels during emergencies/disasters affecting the community. Maintains memberships on relevant committees. Collaborates with JHS’s Public Safety, Information Technology, and/or Communications &Outreach Divisions/Departments to: a) implement and send out accurate and timely mass emergency notification alerts/messages/updates, and b) disseminate effective terrorism-related information and intelligence, as needed, throughout the entire organization. Collaborates with JHS’s Organizational Learning Department on the development of systemwide continuing education and learning programs that ensure appropriate staff response during emergency and/or disaster situations. Upon request, also assists in the facilitation of emergency preparedness related training for key personnel and departments throughout the institution. Provides support during the solicitation of grants and other sources of funding for emergency management activities and equipment, upon request. In the event that the JHS Director of Environmental Health &Safety and Emergency Management is unable to perform his/her duties, all or in part, the Emergency Management Administrator may be asked to assume the emergency management related responsibilities during an incident or declared emergency period. May be subject to 24-hour on-call service in the event of a declared emergency. This service may require irregular working hours, work locations other than the official duty station, and may include duties other than those specified in the employee’s official job description. Credential:

Valid license or certification is required as needed, based on the job or specialty.

Experience:

Generally requires 3 to 5 years of related experience. Hospital Emergency Management experience strongly preferred. Experience with hospital emergency management plans, procedures, protocols, drills and training exercises. Experience and exposure working with

AHCA, JACHO, CMS

emergency management planning highly preferred.

Education:

Associate’s degree in Business Administration, Criminal Justice, Security Management, Healthcare Management, Emergency Management or related field is required. Bachelor’s degree is preferred.
