Job Summary:
The Manager Emergency Preparedness is a hospital-based role at Wellstar Health System. The individual in this role will bring significant experience and expertise of emergency preparedness and disaster planning. Primary accountability will be for the success of hospital preparation for events as well as regulatory and compliance efforts. A strong matrix relationship with Wellstar Health System Enterprise Emergency Preparedness leadership for System initiatives and reporting and cross-functional partnership is a key to success. Key responsibilities of the role include: Emergency Preparedness Committee – Serves as Chairman of the Emergency Preparedness Committee for assigned hospital(s). Provides leadership and oversight throughout the emergency and disaster planning process to include leading the annual HVA and developing corresponding mitigation strategies as well as emergency/disaster response and recovery plans. Delegates action items to appropriate Emergency Preparedness Committee members to ensure the completion of critical and relevant initiatives. Ensures and documents appropriate Emergency Preparedness Committee attendance per CMS and TJC requirements. Hospital Incident Command System – Provides leadership and oversight of the Hospital Incident Command System (HICS) for assigned hospital(s) during emergency response to active disasters or emergencies. Consults with the Incident Commander provides guidance and support during activations of HICS, supports all activated HICS Positions, and is available to fill any HICS roles during staffing shortages. Provides annual, position specific, training for all HICS staff per CMS and TJC requirements. Regulatory Compliance Ensures ongoing compliance with all CMS, TJC, and states Emergency Preparedness (EP) requirements including conducting risk assessments, annual drills, developing and maintaining a functional Emergency Operations Plan (EOP) with supporting policies, documenting all “After Action Reports Improvement Plans” (AAR-IP), and completing all aspects of required planning, emergency preparation, and retention of required documentation. Leads all EP related CMS, TJC, and State survey sessions. Training and Drills Develops and conducts all CMS and TJC required drills and trainings to include full scale, functional, and table top drills, presenting at new employee orientation, general FEMA IC training for Emergency Preparedness Committee membership and organizational leadership, training for HICS staff and organizational leadership, and specialized training for specific teams such as decontamination and evacuation teams. Community Integration and Professional Coordination Develops and Maintains ongoing working relationships with federal, state, and local Emergency Preparedness/Management related entities as well as community leaders and first response agencies. Records and maintains documentation of all professional contacts, meetings, and community planning initiatives as required by CMS and TJC. Reports to

Leadership and Oversight
- Serves as Chairman of the Hospital Emergency Preparedness Committee.
- Provides leadership, oversight, and training for the Hospitals Incident Command System.
- Consults with hospital and organizational leadership to assist in departmental development of emergency and disaster response plans. Emergency Preparedness Planning
- Uses experience and expertise in Emergency Preparedness to properly complete and prioritize an annual Hazard and Vulnerability Assessment (HVA).
- Completes thorough procedural and policy review based on HVA results.
- Designs and conducts staff training directly related to identified organizational risk.
- Conducts drills and exercises designed to evaluate levels preparedness.
- Documents ongoing improvement plans and tracks program progress. Manages Regulatory Compliance with Regards to Emergency Preparedness
- Designs and develops all CMS and TJC Emergency Preparedness required planning and preparation.
- Completes and retains all required Emergency Preparedness related documentation.
- Conducts all Emergency Preparedness related training as required by CMS and TJC
- Leads organizational participation in federal, state, and regional drills.
Designs and develops additional organizational drills as necessary to ensure disaster readiness and all regulatory compliance requirements are fulfilled. Open Communication and Collaboration
- Maintains open and effective communication with hospital leadership and consults on all matters regarding Emergency Preparedness
- Establishes an ongoing professional relationship with federal, state, and regional emergency preparedness organizations.
- Develops affiliation with community leaders and groups to ensure thorough integration Performs other duties as assigned Complies with all Wellstar Health System policies, standards of work, and code of conduct.
Required Minimum Education:
Bachelors Degree – General Masters Degree – General-Preferred Required Minimum License(s) and Certification(s): All certifications are required upon hire unless otherwise stated. Georgia Driver’s License Additional License(s) and Certification(s):
Required Minimum Experience:
Minimum 2 years’ experience providing leadership, management, or oversight in an Emergency Preparedness, Emergency Management, Incident Command, or First Response role.
