The primary job responsibility of the Watch Analyst (WA) includes the identification of emergency or disaster situations occurring throughout the State on a 24/7 basis. The WA initiates and monitors response activities involving any state resources based on interactions with Federal, State, Local and Private sector partners, and others within the Operations Section. The WA must evaluate situations, analyze essential elements of information, and coordinate the appropriate resources, ensuring that all disseminated information is complete and correct regarding potential, current or on-going emergencies and disaster situations to expedite proper Division-level response. The magnitude of the situation will dictate whether these actions are taken independently or are implemented during the activation of the State Emergency Response Team (SERT). Organizationally, this places the WA in a central position for the flow of information and decisions regarding events. The WA obtains and analyzes as much information about an event as possible and then makes decisions based on guidance from Tactical Operating Guidelines (TOGs) and previous experience. Because keen judgement is necessary to ensure an expedient response, the WA has been delegated the responsibility to expand or narrow these directives as the situation warrants. The WA receives minimum specific guidance from management on a daily basis but is expected to be able to brief management and/or senior State officials as situations dictate.

Position responsibilities include:

  • Working independently to interpret and implement policies, procedures and rules pertaining to emergency management.
  • Gathering, analyzing, synthesizing, and disseminating key information and intelligence regarding significant events to Federal, State, and Local stakeholders.
  • Developing and performing incident-specific planning for emergency events to anticipate potential Federal, State, and Local stakeholder unmet needs.
  • Responding to requests for emergency and non-emergency assistance on an as-needed basis.
  • Analyzing data received from a variety of sources to properly coordinate response activities and disseminate information regarding on-going events.
  • Maintaining a current and up-to-date knowledge of departments, divisions, and sections within state government that can be called upon in response to an emergency or disaster situation.
  • Assisting Senior Watch Analysts, supervisors, and division managers in formulating recommendations for responses to anticipated or actual emergencies, including incident-specific responses, revised staffing patterns, and identification of communication needs.
  • Assess emergency and disaster situations and work in stressful situations for extended periods of time.
  • Communicate efficiently and effectively in oral and written form.
  • Establish and maintain effective working relationships.
  • Conduct staff and management briefings and prepare and disseminate incident-based documentation to include situational reporting, incident summaries, resource statuses, etc., as necessary.
  • Experience prioritizing multiple competing tasks and/or prioritizing workloads.

While shift assignments are generally fixed, shift assignments are based on seniority and operational needs within the section and are therefore subject to change at the discretion of the 24-Hour Watch Manager. Hour Watch:

The NCEM 24-Hour Watch is the State Warning Point and the communications center for the Division of Emergency Management. The Watch is established to provide the citizens of North Carolina and the Division of Emergency Management with efficient and effective communications during routine as well as pre- and post-disaster and to serve as the single point to gather, analyze, and disseminate information to federal, state, regional and/or local stakeholders of significant and/or hazardous situations that may or is impacting North Carolinians. The Watch provides daily operation coordination assistance including processing and distributing resource requests to the appropriate regional coordination centers, notifying command staff of specific requests, and ensuring tasks are completed accurately and within set time parameters. The Watch’s functionality expands during times of disaster and/or EOC Activation. Expanded functionality includes but is not limited to functioning as Mission Assignment Coordinators (MAC), providing assistance to local and regional partners regarding EAS and WEA activations, maintaining accurate response-related information (deployed asset movements and status), and other ancillary duties as indicated by EOC posture and direction.

Operations Section:

The primary mission of the Operations Section is to coordinate the delivery of assistance and services to local and tribal governments during emergencies and disasters. Additionally, the Operations Section is responsible for the coordination of response activities during implementation of the North Carolina Emergency Operations Plan including the identification, assignment and management of resources needed to accomplish incident objectives. During activations of the State Emergency Operations Center, the Operations Section provides overall incident management and support to State Emergency Response Team members. During daily operations, the Operations section provides incident management assistance and on-scene support to local governments by utilizing assigned resources, regional assets and brokering mutual aid.
