Deputy Director of Emergency Services Jasper County 358 3rd Avenue, Ridgeland, SC 29936

POSITION SUMMARY:

This position is responsible, at the executive level, for coordinating emergency services for the county, including emergency medical, fire prevention, suppression services, administrative services or emergency communications

MAJOR DUTIES
  • Oversees and directs a major functional area within Emergency Services. The work involves the supervision of multiple supervisors and division managers. This position is one of two that will oversee and direct all fire rescue operations or all administrative operations, including the Emergency Communications Center and Countywide Emergency Management.
  • Directs and oversees 911 dispatch operations: supervises Communications Managers; reviews and approves policies and procedures; assists personnel with troubleshooting technical and non-technical problems; assists with the hiring and termination of staff; reviews employee performance evaluations prepared by supervisors.
  • Maintains and updates 911 center equipment: troubleshoots recorder, telephone switch, radios, and consoles; resolves computer problems and coordinates technical assistance as needed; evaluates condition of equipment; requests upgrades, replacements, and/or purchase of equipment as warranted.
  • Regularly responds to calls for service.
  • Responds to requests for information and tapes; completes required documentation.
  • Directs fire rescue shift supervisors (Battalion Chiefs), and other program managers to ensure efficient and effective emergency services response.
  • Provides mentoring, guidance, direction and discipline to direct reports. Oversees personnel matters within assigned program areas.
  • Assists with developing fire suppression and emergency medical services plans and strategies.
  • Assists with developing and monitoring the department budget.
  • Responsible for effective program management utilizing appropriate project management skills.
  • Assists with developing emergency management plans; coordinates efforts with other local, state, federal, and/or public agencies; acts as shift manager during major emergencies; evaluates plans and modifies as needed. Supervises office operations and administrative staff.
  • Oversees E911 addressing/GIS processes: creates maps as needed for special projects; assists staff with resolving difficult technical determinations; evaluates equipment and requests updates and purchases as needed; coordinates agreements and prepares contracts with government and public agencies.
  • Performs other related duties as assigned.
KNOWLEDGE REQUIRED
  • Knowledge of emergency management systems, including emergency medical dispatch/communication procedures, emergency medical services, and fire prevention and suppression services.
  • Knowledge of county ordinances and relevant state and federal laws and FCC regulations.
  • Knowledge of county and department policies and procedures.
  • Knowledge of computer operating systems, hardware, software applications, servers, and peripherals.
  • Knowledge of government budgeting and accounting practices.
  • Knowledge of hazardous materials management.
  • Knowledge of GIS technology.
  • Skill in troubleshooting technological and computer problems.
  • Skill in developing and implementing policies and procedures.
  • Skill in using a computer.
  • Skill in operating various medical, firefighting, and hazardous materials equipment and emergency vehicles.
  • Skill in oral and written communication.
  • Skill in effective program management utilizing appropriate project management skills.
MINIMUM QUALIFICATIONS
  • Completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of South Carolina for the type of vehicle or equipment operated.
  • Ability to meet current requirements set forth by the South Carolina State Fire Academy and Jasper County Emergency Services.
  • Possession of or ability to readily obtain appropriate state EMS certification.
PHYSICAL DEMANDS

The work is typically performed while sitting, standing, or stooping. The employee frequently lifts light objects, occasionally lifts heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity.
