Responsible for the development, implementation, and assistance in administering an annual training program for Federal, State, local, and volunteer officials based on a training needs assessment. Assists local entities with the design and conduct of training courses and exercises to enhance local readiness and first responder capability; assists in the identification of deficiencies and development of corrective actions. In coordination with the Division’s Exercise Coordinator, assists with exercise development as required. Administers the Learning Management System (LMS) to track course enrollments, course completions, and student records. Must possess a working knowledge of the functions of emergency management at all levels of government with emphasis on state and local levels. Must be able to assemble and analyze data related to emergency management and must possess the ability to coordinate and conduct briefings, classroom instruction training sessions, group discussions, and conferences and to communicate in a clear, concise manner, both orally and in writing. The ability to establish and maintain effective, professional relationships with associates, local and state government personnel is essential. Compiles and transmits training reports and evaluations. Assists in the coordination of the Pipeline and Hazardous Materials Safety Administration, SC Fire Academy and local county representatives to develop and track completion of Hazardous Materials Emergency Planning grant funded courses and projects. Receives and processes applications for Emergency Management Institute and State courses, and ensures related administrative actions are complete to include data input of course attendees. Serves as a member of the Disaster Intelligence Group in the State Emergency Operations Center (SEOC) during exercises and activations. Minimum and Additional Requirements A bachelor’s degree with experience in emergency planning, training, operational response and/or multi-agency coordination. Preferred Qualifications A minimum of two years of experience in training, operational response, or joint, interagency and intergovernmental coordination. IAEM or S.C. Certified Emergency Manager (or other state equivalent) certification is preferred or will seek to complete within three years.
