Job Responsibilities
Supervises the development and conduct of the State’s emergency management training and exercises program. Responsible for the development, planning, and evaluation of State and local emergency management training programs that encompass all-hazards preparedness, response, recovery and mitigation issues. Supervises the development and implementation of an annual training program for federal, state, local, and volunteer officials based on a training needs assessment. Administers the Learning Management System (LMS) to track course enrollments, course completions, and student records. Ensures all training reports and evaluations are compiled and transmitted. Leads the coordination of the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) Hazardous Materials Emergency Planning with State Fire and county officials. Supervises the receipt and processing of all applications for Emergency Management Institute and state courses, and ensures related administrative actions are complete to include data input of course attendees. Oversees the planning, organization and evaluation of a statewide exercise program that encompasses all hazards consequence management, incorporating the principles of the National Incident Management System (NIMS) and the Incident Command System (ICS). Ensures the statewide exercise program meets the requirements of the Homeland Security Exercise and Evaluation Program (HSEEP). Administers the exercise program for federal, state, local and volunteers; and assists with the development, coordination, monitoring, and evaluation of state-level multi-hazard exercises. Ensures the completion of comprehensive After-Action Reviews (AAR) for multi-hazard exercises. Coordinates the Division’s Emergency Management Accreditation Program (EMAP) accreditation process and ensures deadlines are met. Serves in the State Emergency Operations Center during emergencies and disasters as assigned. Serves as one of the Division’s Duty Officers to respond to after-hour emergency notifications.
Minimum and Additional Requirements
A bachelor’s degree and experience in fundamental training management procedures, exercise design, development and evaluation. A solid foundation in emergency management planning and operations at the county, state, and federal levels. A background in training, exercises, and disaster consequence management. Must possess considerable knowledge of general plans and functions of emergency preparedness and emergency response, exercise design, execution and evaluation, and emergency operations center functions at both the state and local levels. Must possess the ability to communicate in a clear, concise manner, both orally and in writing and must be able to plan, organize and conduct conferences, briefings, training sessions, and group discussions on development, implementation, execution, and evaluation of emergency preparedness plans and exercises.
Preferred Qualifications
After three years of Emergency Management experience, pursue completion of the SC Certified Emergency Manager certification.
