e911 Executive Director Roane County 911 4390 Roane State Highway, Rockwood, TN 37854 Job Overview Roane County, TN is seeking a dynamic and experienced leader to serve as Executive Director of e911 Communication. The Executive Director serves as the chief executive and operating officer for the Emergency Communications Board, and as the Board’s spoke person before local, state, and federal government, public groups, and the media. This critical leadership position is also responsible for overseeing daily operations, strategic planning, and the growth and development of the county’s emergency communications system.

Responsibilities :

Provide executive leadership and management of the E911 dispatch center and its personnel. Ensure compliance with federal, state, and local regulations related to public safety communications. Develop and manage departmental budgets, grants, and operational planning. Coordinate with local law enforcement, fire, EMS, emergency management, and elected officials. Oversee technology upgrades, CAD/RMS systems, GIS data integration, and radio communications infrastructure. Maintain 24/7 operational readiness and continuity of operations. Foster a collaborative environment that encourages process improvement and operational efficiency. Monitor state and federal legislation, FCC requirements, and industry trends to make strong Board recommendations aimed at fulfilling statutory mandates. Skills Knowledge of E911 systems, NG911 technologies, and emergency dispatch operations. Strong leadership, communication, and strategic planning skills. Ability to work under pressure and manage large teams and high-stakes incidents. Proven ability to manage diverse teams effectively while promoting leadership development. Strong leadership capabilities with a focus on inspiring and motivating staff. Experience in process improvement methodologies to enhance operational effectiveness. Solid understanding of operations management principles within a nonprofit or similar environment.

Qualifications :

Bachelors degree in Public Safety, Emergency Management, Communications, or related field (experience maybe substituted for education). Leadership experience in emergency communications or public safety. Demonstrated knowledge of telecommunication regulations, including state and federal compliance standards relevant to 911 operations. Proven experience in emergency communication policy and procedures, including dispatch center operations, call-taking protocols, and NG911 implementation. Strong financial management skills, including budget development, forecasting, and fiscal oversight of complex budgets or multi-funding sources. Proficiency in data analytics and performance metrics, including QA/QI monitoring, operational reporting, and strategic planning. Excellent public speaking and interpersonal communication skills; comfortable presenting to elected officials, boards, staff, and the general public. Ability to lead organizational change, build strong teams, and foster cross-agency collaboration. Knowledge of state and local procurement policies, grant writing, and resource allocation is preferred. Must be able to pass a criminal background check and drug screen.
