JOB SUMMARY
The Director of Facilities and Construction guides and leads a nimble, proactive, service-oriented facilities team for all CARTI responsible locations. Responsible for safety, environment of care, drills, exercises, and other related duties as assigned. Provides strategic leadership and guidance concerning the maintenance of facilities as well as planning and execution of projects throughout CARTI, whether new construction, renovation, or expansion in support of the organization’s current and future operations.
SPECIFIC JOB DUTIES AND RESPONSIBILITIES
Schedules, performs, and coordinates maintenance and repairs of facilities, building support systems and equipment, as well as fleet vehicles at all CARTI locations. Develops and maintains preventive maintenance schedules and provides documentation of all maintenance work performed. Enforces safety regulations and policies while maintaining compliance with fire and safety codes, OSHA, and other agencies. Coordinates fire and other drills as required. Maintains knowledge of all applicable safety regulations and building codes. Inspects new construction, repair work, projects, equipment, work orders, daily maintenance, and supplies for the purpose of ensuring that jobs are completed efficiently and are within local/state/federal regulations. Ensures compliance with federal, state, and local regulatory agency-required guidelines. Orders parts, tools, and supplies. Provides appropriate documentation for all items purchased, received, transferred, or disbursed. Recommends inventory levels for stock items. Performs annual inventory of stock items. Communicates with leaders on the anticipated need for supplies and estimated costs for budget purposes. Coordinates the planning and installation of building equipment and systems (not including information systems). Makes recommendations to appropriate leadership for major repairs, upgrades, and/or replacements. Maintains work order and inventory database. Develops reports from CMMS data and reviews for accuracy and completeness. Provides reports to SVP Regional Operations. Monitors work requests and provides prompt status feedback to requesters. Monitors work orders to ensure work is accomplished in a satisfactory and timely manner. Follow-up with work areas is vital. Monitors performance of contracted services and maintenance programs to ensure performance standards are met. Proactively supervises facilities maintenance and security staff; communicates plans to senior leaders, trains, assigns and monitors work schedules, evaluates performance, counsels, disciplines, and makes recommendations for hiring within the team and any areas of responsibility. Assists with the planning, coordination, and implementation of construction, renovation, and space planning projects. Develops and actively manages a comprehensive long and short-range construction program across CARTI. Leads the project management efforts for all construction and renovation-related initiatives. Collaborates with CARTI leaders to ensure engagement and mutual understanding of the services, functions, and programs under the purview of the design and construction department. Develops and manages applicable operating and capital budgets. Actively manages service contracts and contracted services and ensures contractor accountability. Maintains and communicates budget, cost estimate and cost-to-complete information in a complete and timely fashion to all project team members and other constituencies throughout the duration of projects. Documents budget and schedule variances to principal clients and management. Identifies innovative opportunities that enhance the quality of, decrease the cost of, and reduce the time to complete construction projects. Develops and implements policies and procedures that guide and support construction projects across CARTI. Develops benchmarking criteria and collects performance data to monitor success and risk conditions within department. Ensures uniform quality, schedule, and budget for all construction projects for the corporation. Acts as liaison, communicator, and facilitator between internal “partners” and service providers. Meet on a regular basis with CARTI leadership and other personnel as needed to communicate project status and proactively solicit feedback regarding satisfaction levels. Understands and remains currently informed as to the recommendations for insurance proposed by CARTI Risk Management for each element of the project. Performs other duties as assigned.
SUPERVISORY RESPONSIBILITY
: Supervises facilities maintenance staff.
EDUCATION, CERTIFICATION, LICENSURE, REGISTRATION
Bachelor’s Degree in an appropriate field or ten (10) years of facilities maintenance experience in lieu of degree. Minimum five years’ experience supervising/leading a department. EXPERIENCE, KNOWLEDGE, SKILLS and

Excellent skills in communicating clearly and effectively in English, including writing clear and concise documents. Proficiency in Microsoft Office Word, Excel and Outlook. Must be flexible, proactive, highly motivated, resourceful, professional and efficient. Ability to respond to emergency situations at any time and to work unusual hours as required. Ability to work independently or with little supervision. Ability to develop and maintain effective working relationships with members of the Department’s staff and other external entities and bodies. Ability to exercise sound, independent judgment in carrying out functions of the position. Thorough knowledge of the basic principles and methods of mechanical and maintenance trades as applied to the repair of large buildings; general knowledge of basic architectural and engineering principles and concepts. Thorough knowledge of the principles, practices, equipment, tools, and materials used in maintenance work, to include: electrical, mechanical, plumbing, HVAC, carpentry, painting, and basic vehicle maintenance. Thorough knowledge of the hazard and safety precautions involved in maintenance work. Knowledge of applicable local, state, and federal laws, ordinances, codes, and rules.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or schedule form.
INTERPERSONAL SKILLS
Must interact and communicate at a professional level both verbally and in written form. Must interact and exchange information regarding patients with physicians and other departmental personnel, and outside agencies on a frequent basis while respecting the confidentiality of patient information.
