Airport Facilities and Assets Manager Titusville Cocoa Airport Authority 1 Bristow Way, Titusville, FL 32780 General Description The Airport Facilities and Assets Manager is responsible for overseeing the operation, maintenance, and management of all facilities and assets owned by the Authority. This role ensures that the airport infrastructure is functional, safe, and efficiently supports operations. The position plays a critical role in airport operations, focusing on optimizing the use of physical assets and ensuring regulatory compliance. Application Deadline Monday May 12, 2025 5pm EST Essential Job Functions Oversee the maintenance of all vertical and horizontal improvements owned by the Authority to include the Air Traffic Control Tower, terminal buildings, runways, taxiways, hangars, aircraft parking areas, stormwater assets and other associated infrastructure. Assists the Deputy Director of Operations & Maintenance with ensuring that all facilities meet safety, security, and environmental standards. Develop and implement strategies for managing all Authority assets, to include vehicles, maintenance equipment, and infrastructure. Tracks the lifecycle of assets, from acquisition to disposal, ensuring efficient utilization. Conducts ongoing cost-benefit analyses to determine appropriate actions, prioritize major initiatives and plan expenditures accordingly. Conduct inspections of all Authority facilities, with an emphasis on customer service satisfaction to ensure levels of service, repair, maintenance, and construction activities comply with the current maintenance standards. Coordinates preventive maintenance schedules and oversees repairs to minimize disruptions. Receives, responds, and documents complaints received about services. Investigates and resolves maintenance issues involving Airport users. Under the supervision of the Deputy Director of Operations & Maintenance, conducts studies and projects to develop or refine maintenance policies and procedures. Determines actions to be taken as a basis for making recommendations and decisions on operational matters. Assists in the formulation and implementation of approved programs. Provides input and guidance on energy management and building automation systems to reduce the cost of utilities and provide a safe work environment. Assist the Deputy Director of Operations & Maintenance with the development and execution of the annual operating budget and upcoming capital initiatives. Oversees expenditures and identify opportunities for cost savings, without compromising safety or service quality. Coordinate with consultants, contractors, and vendors to ensure projects are completed on time, within budget, and to required specifications. Collaborate with internal departments and external stakeholders to ensure smooth operations. Serve as a point of contact for tenants regarding maintenance issues and infrastructure needs. Ensure compliance with the Authority’s Stormwater Pollution Prevention Program and Spill Prevention Control and Countermeasure plans. Facilitates and develops training programs to instruct staff in matters involving safety and regulatory compliance. Stays up to date with changes in industry standards and implements necessary adjustments. Performs special projects of varying complexities as assigned by the Deputy Director of Operations & Maintenance. Regular attendance with on-call and afterhours call outs for maintenance and emergencies. Education Requirements Graduation from an accredited four-year college or university with a degree in Aviation Management, Construction Management, Facilities Management, engineering, or a related field. Certified Member of the American Association of Airport Executives or ability to receive certification within one (1) year of employment. Experience Six (6) years of progressively responsible experience in an aviation related environment. An equivalent combination of education and experience may be substituted on a year for year basis. Skills Working knowledge of federal, state and local rules and regulations governing aviation and airport maintenance operations. Working knowledge of facility maintenance operations and technical aviation issues. Licenses Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier. Critical Expertise to Perform Essential Functions Demonstrated effective oral and written communications skills. Ability to maintain accurate records and to prepare technical reports. Ability to deal courteously and effectively with employees, tenants, customers, the public, and representatives from other agencies. Ability to analyze maintenance situations quickly and objectively and determine a proper course of action to be taken in high stress and emergency situations. Ability to simultaneously plan and coordinate multiple activities Demonstrated ability in planning, coordination, resource allocation, time management, and project management to include critical thinking and problem-solving skills. Essential Physical Skills The physical demands consist of moving from one work location to another, sitting or standing at a workstation or on the airfield for extended periods of time and may involve lifting objects weighing up to 50 pounds. Must be able to perform the physical requirements of the position with or without reasonable accommodation.
