We are seeking a proactive and community-oriented team player to oversee the day-to-day operations of our multi-disciplinary recreation facility while serving as a key liaison between the City and the surrounding community. The Winter Haven Recreation and Cultural Center is currently under construction, but will be a brand new facility inclusive of a branch library operation on a completely redeveloped campus. Manage and supervise the daily operations of the City’s Winter Haven Recreation and Cultural Center Facility or Complex.

Responsibilities may include:

Managing facility operations for a facility that includes recreation and library services Overseeing recreational programs and staff Developing strategic and operational plans Developing and managing multiple program budgets Coordinating personnel related functions Cultivating community partnerships Managing program databases and customer interactions Resolving complex customer service concerns Developing and implementing policies and procedures Preparing financial and operational reports Prioritizing risk management Coordinating and participating in the development of the facility’s marketing materials Identifying program and facility-related grant opportunities

Essential Job Functions:

Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making recommendations of staff development to include hiring, recognitions, and disciplinary action as needed. Coordinates, oversees, and provides administration of assigned recreational programs and facilities or functions. Develops and implements objectives, policies, and procedures; ensures programs and activities are safe and compliant with applicable laws, codes, regulations, and standards. Develops programs and strategic operating plans; researches and evaluates the effectiveness of existing programs, services, and operations; reviews and oversees risk related to assigned area, and provides recommendations for plans of future needs and expansion. Responds to inquiries, requests, and concerns; provides necessary information timely; serves as liaison and representative of assigned programs or functions to staff and the community. Prepares and maintains reports, communication materials, and required documentation. Plans, identifies, and implements marketing and promotion of activities. Prepares, reviews, and oversees the facilities budget; monitors and approves expenditures; forecasts resource requirements; and makes budget recommendations. Manages records and information in any format, in accordance with applicable statutes, regulations, and City policy, guidance, and records retention schedules. The WHRCC Facility Manager falls under the Parks Recreation and Culture umbrella and reports to the PR&C Director or their designee. This is not intended to serve as an all-inclusive list of essential job functions; the performance of other essential functions may be required.

Knowledge, Skills & Abilities:

Thorough knowledge of development, organization, and scheduling of recreational programs, community engagement opportunities, and children’s enrichment programs and activities. Ability to promote and maintain effective liaison with potential and continuing partners; promote and advertise the services, programs, and overall use of the facility; plan, coordinate, and supervise the preparation of facilities for use; and plan, coordinate, supervise, and evaluate the work of assigned personnel. Thorough knowledge of efficient facility management practice and procedures, including facility management software.

Minimum Education & Experience:

Bachelor’s degree in Recreation Management, Education, or Public Administration or a closely related field and five (5) years of parks and recreation experience, including two (2) years of supervisory experience. An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:
