The incumbent assists the Town Supervisor and Department Heads in all phases of projects and supervises building maintenance staff. Work is performed under the direction of the Town Supervisor with discretion to develop and recommend policy and practices as they would affect Town buildings or properties. The incumbent performs related work as required. Monitors conditions of Town buildings and properties and advises of the need for short term and long-term repair and replacement; Develops long term plans for anticipated maintenance, rehabilitation, repair, and expansion projects; Assists the Town Supervisor and Department Heads in the development of project plans, specifications and budgets for required work, requests for proposals or quotes, and contracts; Oversees contractors’ work in progress to ensure work is in compliance with required standards; acts to resolve issues of non-compliance; Plans and manages maintenance and repair projects performed by Town personnel; Negotiates and manages contracts for services to Town buildings, facilities and properties; Assures proper maintenance and cleaning of various Town buildings, facilities and properties; Establishes practices, procedures, and standards for the work of Town maintenance and custodial staff and for contracted personnel; Plans, prioritizes and manages the work of the Building Maintenance Technician and the Assistant Building Maintenance Technician; Supervises the custodial staff in assigned buildings; Participates in the preparation of the Town Capital Budget as it affects Town buildings, facilities, and properties; Prepares the budget for assigned responsibilities and manages expenditures; Is responsible for the maintenance and/or repair of heating, ventilation, and air conditioning systems; Responds to “off-hour” emergency situations in Town buildings and facilities. Thorough knowledge of the principles of business management; good knowledge of the principles and practices applied in building maintenance and repair; working knowledge of building construction technology; ability to work independently; ability to establish priorities and complete assignments within specified timelines; ability to resolve problems; ability to plan and supervise the work of others; ability to work with governmental agencies and private contractors; ability to complete tasks with attention to detail; good oral and written communication skills; tact; assertiveness, creativity; physical condition commensurate with the demands of the position. Possession of an Associate’s Degree in Business Administration, Business Management, Architectural Technology, Civil Technology, Construction Technology or a related field AND four (4) years of experience in the field of building operations, maintenance and management, two (2) of which must have been in a responsible management position.

Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside the United States and its territories, the candidate must provide independent verification of equivalency.
