Duties & Responsibilities Systems Control Manager reporting to the Planning and Design Team leader within the Office of Facilities Development (OFD) for NYC Health + Hospitals (H+H), is responsible for development and maintenance of the Project Management Information System (PMIS) and the Facilities Management Information System (FMIS). Working alongside the project delivery and facilities operations teams, the Systems Control Manager will ensure that the teams have the appropriate tools needed within each system to effectively manage all projects and tasks within H+H through optimized workflows in each system. The Systems Control Manager will represent H+H at central office and at the facilities, to support project activities as they relate to scope, schedule and budget, ensuring projects are constructed according to the project budget and schedule. General tasks and responsibilities will include: Manage the Departments PMIS and FMIS pre and post implementation.
Refine existing workflow processes and create new workflows within the
PMIS/FMIS
to meet the needs of the Department. Develop tools to enable all teams have access to cost engineering functions, including cost forecasting, cost control, change management and cost analysis.
Develop tools to enable teams have all scheduling functions, including schedule development, control, analysis, and ongoing recommendations for improvement.
Develop tools to enable all teams to develop and maintain project scope throughout the project life cycle.
Work closely with project teams on all aspects of project and cost controls support activity spanning a variety of specialty healthcare facility/building infrastructure construction projects.
Compile, analyze, and report project cost and schedule to the project teams.
Develop, interpret, and execute standards and policy objectives applicable to cost and schedule controls coupled with analysis activities.
Interface with H+H team members, including Architecture, Engineering, Planning, Design, Construction, Procurement, EITS, Accounting, Contracts and Legal, to facilitate compliance with execution strategy and objectives.
Generate status reports and related project reporting analyses and participate in presentation as necessary for Department and H+H leadership.
Prepare various project controls plans and reports, financial summaries, and related project management activities.
Collaborate with project team and department leadership to develop workflows and procedures.
Evaluate projects at each stage of development to ensure cost and financial activities of the project team inclusive of ensuring client/contractual obligations have been met.
Participate in the development and training of assigned personnel and in the implementation of training programs.
Provide technical support for team to provide cost estimating, and disaster recovery and/or management services.
Develop, identify and establish relevant and timely criteria for project control activities.
Comfortable working with all levels and functions in a constructive fashion to achieve responsibilities and goals.
Minimum Qualifications
A Baccalaureate Degree from an accredited college or university in Engineering, Architecture, Construction Management or approved related program; and,
Seven years of progressive responsible capital program implementation related experience, but including at least five years exclusively devoted to administration or management of significant capital projects or programs. Experience must also include involvement in planning design, contracting, construction and start-up operations; and,
A satisfactory combination of education, training and experience.
Department Preferences Years of Experience:
3 years of experience in the development and maintenance of Project Management systems as it relates to Design/Construction Management and/or Facilities Management.
