Compliance Division:
The purpose of this job is to assist in ensuring compliance with federal regulations in the administration of federal funds (including the Community Development Block Grant, HOME Investment Partnership Program, Continuum of Care Program, and American Rescue Plan Act funding). This position is responsible for interpreting, applying and explaining federal regulations and procedures and for assisting HCD and subrecipient organizations with maintaining compliance with federal regulations. Duties and responsibilities include (but are not limited to): monitoring grant funding and financial records, tracking and maintaining agency program accomplishments, utilizing the Housing and Urban Development (HUD’s) integrated disbursement and information system (IDIS), analyzing data and developing accounting and bookkeeping policies/procedures/systems for the department in order to ensure compliance with related laws and receipt of funds in a timely manner, and performing additional tasks as assigned. The purpose of this job is to provide technical assistance to sub recipient agencies in implementing affordable housing and community development programs and to assure compliance with government regulations and contract provisions. Duties and responsibilities include, but are not limited to, performing Community Development Block Grant (CDBG), HOME Investment Partnership, and economic development related projects and activities for program operations, monitoring, and oversight, overseeing the daily operations of sub recipients and assuring compliance with issues such as labor, common rule compliance, programmatic and regulatory technical assistance and monitoring and performing additional tasks as assigned. The purpose of this job is to administer grant funded contracts, provide technical assistance to sub recipient agencies in implementing programs, and assure compliance with government regulations and contract provisions. Duties and responsibilities include, but are not limited to, performing non-housing Community Development Block Grant (CDBG) social services , and Continuum of Care homeless services related projects and activities for program operations, monitoring and oversight; overseeing daily operations of sub recipients and assuring compliance with issues such as labor, common rule compliance, programmatic and regulatory technical assistance and monitoring; data analysis and performing additional tasks as assigned. AND Must possess a valid driver’s license Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Reviews and approves reimbursement requests from Housing and Urban Development (HUD)-funded and other funded subrecipient agencies in order to ensure that program expenditures are aligned with goals and are in compliance with applicable regulations. Monitors the activities of subrecipient agencies for compliance with federal regulations and subrecipient contract. Participates in desk monitoring and on-site monitoring of subrecipient organizations. Assists with drafting departmental policies and procedures. Assists with required HUD reports and plans, including (but not limited to): Consolidated Annual Performance and Evaluation Report (CAPER), Federal Funding Accountability and Transparency Act (FFATA), Annual Action Plan (AAP), Consolidated Plan (ConPlan), and Minority Business Enterprise (MBE) report. Assists with departmental procurement process and assists in the drafting of requests for proposals (RFPs), evaluation of proposals and management of the RFP process. Assists with preparation of agenda items; public hearings and meetings. Assists with the subrecipient contracting process. Reviews and understands federal regulations and communicates understanding with applicable agencies to insure subrecipient agency programs comply with federal regulations. Maintains records of accomplishments of agencies for consolidation into the Consolidated Annual Performance and Evaluation Report (CAPER) and quarterly reports. Serves as departmental contact and provides technical assistance to subrecipient agencies, CHDOs, CBDOs, and contracted agencies in implementing their programs and abiding by government regulations. Consults and coordinates subrecipient agency projects with other departments; prepares and presents reports on the activities of sub recipient agencies to local, state, and federal agencies; prepares reports for inter-office use. Evaluates the effectiveness of programs and individual projects; prepares periodic status reports. Analyzes a variety of socio-economic data to assess the needs of the community. When assigned to
Compliance Division:
Assists with risk assessment process for funding applicants and subrecipient organizations. Assists with departmental financial responsibilities, including: maintaining current and accurate balance of accounts; analyzing accounts for the type and accuracy of transactions and preparing journal entries to keep accurate track of monies received and expended; charging back staff time to appropriate funds to ensure administrative time is properly documented. Posts all grant account transactions and request reimbursements from federal and state agencies; maintains a schedule of all federal and state grants so that the government can apply for grants and continue to receive outside funding. Reviews departmental environmental reviews to ensure compliance with federal regulations. Assists with departmental Integrated Disbursement and Information System (IDIS) responsibilities, including: activity set-up, activity close-out, performance reporting, drawdowns, and drafting of AAP/ConPlan/CAPER in IDIS. Assists with Housing Quality Standards (HQS) inspections of HOME and CoC-funded units. Assists with the tracking and monitoring of units with long-term affordability requirements.

Assists with completion of Historic Preservation Section 106 assessments and environmental reviews. Assists with technical assistance to affordable housing and economic development programs. Monitors and provides technical assistance to: Community Development Block Grant (CDBG) and HOME Investment Partnerships Program-funded housing and economic development subrecipient agencies to ensure compliance with Federal regulations and achievement of required performance standards. Assist with the procurement and facilitation of both Nuisance Abatement and Voluntary Demolition projects. Assist with the facilitation and record-keeping of ACC Georgia Initiative for Community Housing (GICH) team meetings and activities. Assists the Lead Hazard Reduction Program with training and outreach efforts. Assist in facilitation and record keeping of Fair Housing outreach and training events and materials, in accordance with the Fair Housing Act of 1968. Performs other duties as required. Community Development:
Assists with planning and drafting the HUD Continuum of Care grant application. Assists with Continuum of Care/Homeless Management Information System (HMIS) data analysis and reporting; Assists with the annual Point in Time Count of homeless people in ACC; Monitors and provides technical assistance to Community Development Block Grant (CDBG) public services and Continuum of Care funded subrecipient agencies to ensure compliance with federal regulations and achievement of required performance standards. Assists with Community Development Block Grant (CDBG) public facilities and improvements projects. Performs other duties as required. Knowledge of theory and practice of affordable housing and community development, current trends in the development of public-private partnerships, statistical analysis techniques, accounting and budget analysis, local policies and procedures and methods as required in the performance of duties. Skills in interpreting contract language, performing moderately complex mathematical computations and statistical analysis. Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations. Ability to communicate effectively through verbal and written communication with supervisors and other staff members. Ability to deliver presentations to a wide variety of stakeholders, including: HCD staff, ACCGov departments, community members, nonprofit organizations, and elected officials.
