The Grants Officer serves as a key leader in resource development—identifying, pursuing, and managing public and private funding sources aligned with county goals and community needs. The incumbent applies best practices in grants management, utilizes advanced funding research tools and data analytics, and collaborates across sectors to optimize funding outcomes and program effectiveness. The incumbent works under the supervision of the Director of Human Capital Development. Examples of Basic Tasks and Duties The following are examples of work performed for positions in this job class, and are not intended to reflect the essential functions of any one position. Research the Catalog of Federal Domestic Assistance, Federal Register, Index of Private Foundations, GIS’ Federal Funding Alert, and other publications to identify potential funding sources. Requests grant applications and other funding notices. Writes and submits grant applications. Works with public and private groups, agencies, and individuals in acquiring funding to benefit the County. Establishes programs and provides technical assistance in establishing programs. Organizes and conducts various grants-related workshops. Evaluates current county programs and services. Collects county and other applicable data for planning, programmatic, and fiscal decision-making. Prepares reports, records, and budgets on county and non-county funded programs and services. Recommends modification of existing county-funded programs and services. Identify, research, and pursue diverse funding opportunities from federal, state, local, philanthropic, and corporate sources using advanced search tools, forecasting databases (e.g., Grants.gov, SAM.gov), and analytics platforms. Manage the full grant lifecycle, including opportunity identification, stakeholder engagement, narrative development, budget formulation, submission, award management, compliance, reporting, and closeout. Coordinate and develop proposals that align with Hinds County’s strategic plans, community-identified needs, and outcomes rooted in equity, resilience, and innovation. Design, issue, and manage Requests for Proposals (RFPs); Request for Qualifications (RFQ); serve on grant review panels to ensure transparent and equitable distribution of funds. Ensure compliance with all applicable federal, state, and local laws and regulations, including Uniform Guidance (2 CFR Part 200). Prepares Requests-for-Proposals (RFPs), serves on proposal review committees, and prepares all necessary review and evaluation forms. Participate in administrative planning to insure maximum use of all possible resources. Provides management, technical, and other support to the Human Capital Development area and to the County Administrator. Perform other related duties as assigned.

Minimum Qualifications Education:

Bachelor’s degree or higher in Public Administration, Public Policy, Political Science, Urban Planning, Business Administration, Data Science, or a closely related field from an accredited institution.

AND Experience:

Minimum of three (3) years of successful experience in grant writing, program development, grant administration, and/or performance management. Experience with federal grants is strongly preferred.

Technical Proficiency:

Demonstrated proficiency with Microsoft Office Suite, cloud-based grant management platforms (e.g., eCivis, ZoomGrants, AmpliFund), data visualization tools (e.g., Tableau, Power BI), and budgeting software.

Skills:

Excellent communication, collaboration, and organizational skills; ability to manage multiple deadlines; commitment to equity, inclusion, and evidence-informed decision-making. Extensive experience in utilizing computers including word processing, spreadsheet, and graphics software. Core Competencies Grant prospecting and competitive proposal development. Strategic alignment of funding with policy and community priorities. Budget development and financial compliance monitoring. Program design, performance evaluation, and continuous improvement. Use of modern data tools and cloud-based systems for grants tracking and reporting. Stakeholder engagement and partnership development. Work Environment and Physical Demands Work is primarily performed in a professional office setting with some required travel to attend meetings, training, or site visits. Effective verbal and written communication required in-person and via digital platforms. Preferred Qualifications (Optional but Recommended) Experience working in government, nonprofit, or foundation settings. Familiarity with federal Uniform Guidance and grant compliance frameworks.
