US CITIZENSHIP REQUIRED SUMMARY
The Controller is charged with managing the financial affairs of the Company, within the budgeted resources and financial operating plan conveyed by the Executive Vice President and Divisional Vice President and with keeping Executive Management informed of the performance of the business through meaningful, current, and timely management reports. This individual has the responsibility and authority to perform the assigned tasks listed below.
ESSENTIAL DUTIES AND RESPONSIBILITIES A.
Operating Budget 1. Prepare the annual operating budget for the General and Administrative Expenses for the Company and submit to the Vice President, Executive, and Divisional Vice President for review and approval. 2. Coordinate the annual operating budget for the total Company, based on projected sales revenues anticipated by the Corporate Director of Business Development and approved by the Vice President, Executive, the direct costs of labor and material, based on projected manpower requirements to service committed contracts and any targeted new business contained in the sales revenue projections, together with the estimated material cost associated with generating those revenues. 3. Review departmental operating budgets and incorporate into the total Company budget after approval by the Vice President, Executive, and Divisional Vice President. 4. Ensure that the operating budget developed reflects the Net Profit goal communicated by the Vice President, Executive, and make recommendations for methods to achieve that goal in areas of controllable costs and expenses, where feasible, or in pricing if indicated. 5. Develop monthly forecasts of operating results based upon anticipated earnings. B. Budgetary Controls 1. Monthly, prepare the operating statement for the business, and prepare a variance report for the total, Company and by Department, or any variances from budgeted performance for the particular level of earnings for the month reported. 2. Review variances with the Vice President, Executive, and Divisional Vice President, identifying contributory factors where possible, for further pursuit with department managers. C. Financial Management 1. Ensure that all conventional accounting practices are in place in the Company, and that all accounting records are maintained on a current, accurate and timely basis. 2. Ensure that the costing, billing, and collection processes are maintained on a current basis. 3. Ensure that the Accounts Payable function is administered in such a manner as to take advantage of discounts. 4. Monitor the purchasing methodology through the financial records to ensure that optimum price advantages are being exploited on a consistent basis. D. Management Information 1. Establish and implement necessary mechanism to provide executive management with the appropriate information for planning and decision-making purposes, covering the total span from the basic Chart of Accounts to the generation of user-meaningful intervals. 2. Provide any short interval operating control reports which will provide executive management with key, capsule information on business performance at meaningful intervals. E. Asset Management 1. Ensure that the appropriate programs are in place for the proper management of the assets of the Company, both current and fixed, namely the management of cash, involving the appropriate utilization of surplus working capital, the procurement of the best coverage at the least cost for insurance. 2. Prepare cash flow projections as required and maintain cash budgets and any cash requirements planning systems needed in the Company.
REPORTING RELATIONSHIPS
The Controller will observe and conduct the following reporting relationship. He/She may delegate portions of the conduct of such relationships to the other members of his/her department(s) but may not delegate the overall responsibility for their proper conduct. A. Vice President, Executive He/she is accountable to the Vice President, Executive for the fulfillment of his/ her function, responsibilities, and authority and for their proper interpretation. B. Cost Accountant/Accountants He/she will plan, direct, coordinate, and monitor the activities of the finance department to ensure that all the requirements of the control function are being fulfilled. C. Divisional Vice Presidents He/she will interface with Divisional Vice President in situations where a need for financial information exists outside the regular, programmed flow, and where it is expeditious to use direct communication. D. Project Engineers/Managers He/she will provide a regular scheduled flow of information to Project Managers/Project Engineers on project cost status as well as providing any interim or special financial information on projects. E. Financial Institutions/Accounting Firms He/she will maintain the necessary communication with the Company’s bank and other accounting firms in the management of the Company’s financial affairs.
STANDARDS OF PERFORMANCE
The Performance of the Controller will be reflected primarily in the degree to which the Company’s financial position and operating results consistently meet the goals conveyed by the Vice President, Executive, and Divisional Vice President. Specific criteria include, but are not limited to, the following: 1. General and Administrative Expenses contained within budgeted standards. 2. Departments and projects direct and indirect costs and expenses monitored consistently so that they do not exceed budgeted standards. 3. Net Profit goals of the Company achieved, both dollar amount and percentage of sales. 4. Pricing information consistently supplied to the bidding function on a current and timely basis. 5. Financial Statements are accurate and reliable and are submitted on a timely basis.
SUPERVISORY RESPONSIBILITIES
Within the scope of the function, the Controller is responsible for and has the commensurate authority to accomplish the fulfillment of the duties and responsibilities set forth below. He/she may delegate to department personnel appropriate portions of his/her responsibilities, together with proportionate authority for their fulfillment, but may not delegate or relinquish overall responsibility for results, nor any portion of the accountability of the function. • Responsible for participating in the quality management system initiatives and adhering to all requirements. • Responsible for performing other related tasks deemed necessary by superiors.
QUALIFICATIONS, EDUCATION AND EXPERIENCE
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A Bachelor’s degree in Business Administration, Management, Accounting or related field and 10 years’ experience in a supervisory and/or Managerial Position recommended.
