JOB SUMMARY

Reporting to CARE USA’s Chief Impact Officer (CIO), CARE is seeking an experienced and dynamic Vice President (VP) of Program Strategy and Innovation (PSI) to organize and mobilize CARE USA’s broad technical expertise. This position is critical to driving CARE’s programmatic innovation for the next generation of impact. We want a leader who will drive our ambitions to triple our impact in the coming years. This role is accountable for CARE USA’s program strategies, quality, and innovation to impact global poverty and social injustice. The ideal candidate will work across multiple sectors, thinking outside the box, with a passion for quality, innovation, digital programming and driving impact at scale. They will have the ability to embrace a new and evolving organizational identity while mobilizing resources to shape the future of CARE. The VP of Programs Strategy and Innovation has a broad portfolio that spans the development to humanitarian continuum. They have direct responsibility for Food and Water Security, Education and Skills, Economic Growth, Global Health, Women and Girls, Resilient Futures, and relationship management with CARE Member Partners. The VP leads and supervises a team whose mandate is to generate, harvest, cross-fertilize, fund, communicate, and promote the practical application of evidence, technical knowledge and learning throughout CARE and globally. These teams provide technical support to country offices and incorporate country office information and feedback into the technical strategies. In this role, the successful candidate will guide and coordinate the technical teams, provide external-facing messaging to explain our programs to non-technical audiences, and lead coordination and cooperation with other related teams and functions, including other program teams, operations functions, and Regional and Country Directors. The VP will challenge traditional ways of thinking about the work and will catalyze, inspire and integrate cross sectorial innovations and ideas. In addition to overall oversight of technical and design teams, the VP also has a key role engaging donors and fundraising efforts, representing

within CARE International (CI) and serving as an ambassador externally. We are seeking a strong communicator, who can speak to both technical and non-technical audiences by crafting compelling storylines that resonate and translate to the language of the listener.

RESPONSIBILITIES

Strategic Leadership and Team Management Lead CARE’s program strategy towards the realization of the organization’s 2030 Impact Goals and revenue targets within

International Confederation, and externally in the sector. Support alignment of

CARE USA

global strategy, CI Impact Area Strategies, and country office strategies. Collaborate and coordinate with other functions, including Impact, Learning, Knowledge and Accountability (ILKA), Advocacy, Humanitarian Affairs, and International Programs and Operations, to ensure high-quality design, implementation, and learning in all country offices. Lead and manage the Program Strategy and Innovation department, including the Impact Area technical teams, Digital Impact Hub, Knowledge Management and Design team, and support functions. Advance and support changes in the organizational identity including an entrepreneurial mindset and new ways of working across sectors. Attract, develop, coach, and retain global talent for a high-performing team, empowering them to perform. Lead and foster team collaboration, communication, and cohesiveness, sustaining value and culture, and supporting staff during organizational change. Manage team budgets and fundraising and program reporting systems. Program Strategy for Impact Areas Develop and oversee program strategies and business cases for key impact areas, including Food Security and Water, Education and Skills, Global Health, Economic Growth, Resilient Futures and Women and Girls. Coordinate Impact Area strategies globally within the Confederation. Develop and demonstrate deep knowledge of projects, program operations, and business plans. Organize the technical teams’ response to design challenges, design for scale and ensure knowledge management. Proactively anticipate future technical needs and align Programs with the technical needs of country offices. Work closely with the Marketing and Communications team to develop evidence based content. Build capabilities and expertise across PSI teams on story telling in simple language. and ensure technical language and approaches are synthesized and translated into commonly understood terminology. Communicate evidence of program impact to influence policies and stakeholder behaviors. Product and Business Development Ensure product and business development by partnering with the Resource Development team across all funding channels (especially foundations, private, and philanthropic sector) to meet the organization’s revenue targets. Support all fundraising and revenue-driving initiatives by overseeing the provision of technical expertise to CARE USA’s funding strategies and design and proposal process. challenge traditional ways of thinking about the work, catalyze, and integrate cross sectorial innovations and ideas especially for private sector. Innovation, Digital and Strategic Partnerships Build and maintain strategic partnerships with stakeholders including, but not limited to social enterprises, private sector, government, donors, and civil society. Manage internal innovation value chain and system so that CARE achieves impact at scale. Build a pipeline for the next generation of innovative and integrated program models. o Cultivate powerful new partnerships and manage new ways of working with partner organizations to develop innovative external solutions for increased market systems focused impact.

Required Qualifications:

Master’s degree, or an equivalent combination of a bachelor’s degree and experience; A dynamic professional with expertise and a minimum of 15+-year experience in international; development, humanitarian programming, private sector engagement and government partnership. Preferred Qualifications:

Fluency in one other major foreign language in addition to English. Multi-Sectoral experience including private sector and/or philanthropic sector, social enterprises and digital partners to scale impact. Experience in forecasting industry growth and examine trends in global and local markets. Further, it includes the ability to identify opportunities, conduct supporter segmentation analyses, collect competitor intelligence where possible.
