The position directly coordinates or oversees, plans, guides, and evaluates the non-medical activities of the department. The incumbent will assist the Chairman with the overall management of the department, especially in the areas of finance, budgeting, auditing, billing, human resource management and compliance. Responsibilities also include coordination and negotiation with faculty, Hospital Administration, University Administration and other departments. This is a full time position. Regular attendance is required to perform the functions of this position. Workdays are usually Monday through Friday. However, there may be times when individual will need to come in after hours or weekends.
ESSENTIAL FUNCTIONS 70
% Financial Management Responsible for all business and financial management to include, but not limited to, budget development and reimbursement, budget planning and strategic planning for long-term facility growth. Develop and maintain all accounting methods, financials, software, and reports to include accounts payable, accounts receivable and payroll. Develop and negotiate state purchasing contracts, including maintenance contracts, abiding by state law and university policy. Create and maintain inventory management system related to supplies and equipment used by the department. Plan, organize and coordinate the financial operation of the department, including financial planning and budget preparation. Oversees the establishment, implementation, and maintenance of the department’s accounting procedures. Provides regular financial reports to the Chairman regarding the department’s financial status. Interprets policies and regulations concerning the department’s financial activities, including university policies and procedures. Directs and develops written justification to support budget proposals and financial policy matters. Coordinates the distribution and analysis of revenue and expenditure reports. Develops presentation for faculty regarding the budget and assists with their understanding of the material presented. Monitors activities of grants, contracts, state supported funds and foundation accounts to ensure compliance with policies and procedures. 10% Administrative Planning and General Management Evaluates financial, facility, equipment and human resource needs. Prepares reports of recommended priorities and strategies to the Chairman. Develop goals and define objectives and strategies for fiscal matters including patient revenue and collections, research and training. Assists in the development of planning for faculty affairs. 10% Human Resources Maintains a working knowledge of federal and state regulatory requirements; maintains employee handbook, job descriptions and required human resources departmental documentation. Assists Chairman with recruitment and retention of faculty, administrative support staff and clinical support staff. 5% Medical staff Coordinates with department administrative staff to ensure clinical faculty and clinical support staff have current and appropriate licensure and credentialing items on file. Coordinates with department adminsitrative staff and local area hospitals to ensure that privileging status is correct and current. Work with medical staff office and other departments as necessary to ensure faculty and clinical support staff are in compliance with appropriate policies 5% Marginal Functions Perform other related duties and responsibilities as assigned. Qualifications The applicant must meet one of the following: Bachelor’s degree from an accredited university in Business Administration or related field and four (4) years progressively responsible experience, including at least (2) years in supervisory capacity. Masters’ degree from an accredited university in Business Administration or related field with two (2) years professional experience. Certified Public Accountant (CPA) with two (2) years professional experience. Preferred Qualifications hospital and/or physician billing experience.
