Director of Asset Management Housing Authority of New Orleans – 3.7 New Orleans, LA Job Details $99,400 – $131,600 a year 9 hours ago Qualifications LIHTC 5 years Real estate law Master’s degree Driver’s License Bachelor’s degree Business Administration Senior level Business Property management Full Job Description SUMMARY Under the general direction of the Deputy Executive Director of Operations, the Director of Asset Management performs a wide variety of senior leadership level responsibilities including assisting in cultivating and facilitating the agency’s vision, mission, and strategic goals relating to asset management. The Director of Asset Management will be responsible for overseeing the day-to-day direction and management of HANO’s asset management activities. These activities include the management of public housing, mixed income, and tax credit rental units. This position will work closely with the Deputy Executive Director of Operations to formulate an approach and implement plans with respect to the management and maintenance of HANO properties. The Director will participate in annual, quarterly, and monthly property reviews, preparing financial models and reports to evaluate property performance. The Director of Asset Management will be responsible for managing the Senior Asset Managers and other key Asset Management department staff performing the day-to-day duties associated with HANO’s asset management operations. This includes overseeing third party management entities. The Director of Asset Management manages, coordinates, and directs the activities of the asset management team. The Director is an active participant in the development and oversight of site-based budgets. The Director is expected to actively support and engender the development and maintenance of sound asset management practices. The Director will ensure that measures are in place to provide easy identification and diagnosis of problems with investment properties and develop action plans aimed at the resolution of such problems. The Director is responsible for all activities associated with the day-to-day operation of the Housing Authority’s assets and public housing portfolio, including property management and the coordination of admission and occupancy functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The below statements are intended to describe the general nature and scope of work being performed by this position. Performs reviews on assets in portfolio, to include an evaluation/benchmarking of monthly cash flows, or other special projects as required by the Deputy Executive Director of Operations. Applies best practices to ensure maximum occupancy rates, unit turnover rates, and work order processing times. Coordinates and assists the Deputy Executive Director of Operations in the development of strategic plans for all properties in the portfolio designed to sustain or improve the value of the portfolio. Defines objectives and executes investment strategy for each asset including leasing, operations, and capital improvements. Consistently engages and partners with the Development & Modernization department to ensure that asset investment strategy is consistently maintained. Consistently engages and partners with the Finance Department to ensure accurate reporting, timely data production and audit support are maintained. Assist and actively participate in the review of capital and operational budgets. Assist in the development of disposition strategies where and when appropriate. Conducts quarterly internal asset evaluations for all properties. Monitors the implementation and progress of new programs for compliance with the agency’s overall goals and objectives. Develops and implements departmental policies, standard operating procedures and reports necessary to track public housing assessment system indicators with the goal of maintaining a high performer status. Assures departmental compliance with applicable local, state and federal regulations. Prepares monthly, weekly and special reports for the Executive Director, operations for submission to the Board of Commissioners, other departments, investors, and HUD. Develops procedures and controls for the various functional activities within the department and provide technical assistance as necessary. Responsible for the overall management of Asset Management department’s staff. Assigns work to subordinates, provides guidance, monitors their activity, and evaluates job performance and counsel’s employees. Prepares the annual operating budget and monitors maintenance and management expenditures to stay within budget. Works with the Human Resources Department to determine the training needs of the Asset Management staff; implements training plans to support the development needs of staff. Prepares updates to the Public Housing Lease Agreement, the Admissions and Occupancy Policy, and Standard Operating Procedures for review and approval by the Executive Director as needed. Attends Resident Advisory Board (RAB) meetings to provide and/or obtain information and technical assistance. Works to improve reporting mechanisms and increasing operational efficiencies. Works closely with the Director of Facilities and Maintenance on related maintenance activities to ensure business continuity within the Asset Management function. Performs other duties as assigned. Education and/or Experience Bachelor’s degree in business administration, Management, or related field of study. A master’s degree is preferred with a minimum of 7 years responsible management of real estate investment portfolios; real estate development, underwriting or finance; and or real estate asset management/property management. At least five years of responsible management/supervisor experience is required. Must possess a valid Louisiana state driver’s license and eligible to participate in HANO’s Fleet Management program.
