Glenn Street, Caribou, ME 04736 Job Summary The Business Manager is responsible for maintaining accurate and systematic financial records for the district and overseeing all accounting, payroll, accounts payable, and accounts receivable functions. Under the direction of the Superintendent, this role provides technical guidance and operational oversight to ensure compliance with state and federal financial regulations and tax codes. Key responsibilities include preparing financial statements and reports, supporting audits, managing debt and bond transactions, developing budgets and financial forecasts, and advising the Superintendent on financial planning and operational adjustments. The Business Manager ensures all financial practices align with generally accepted accounting principles (GAAP) and supports strategic financial decision-making to promote the district’s fiscal health and long-term stability. Responsibilities The Business Manager and a two person support staff will oversee the financial functions of the school district. The team’s duties include: payroll and benefits, accounts receivables and payables, procurement, budget preparation and reconciliations for the general fund, state and federal grants, as well as for the nutrition and adult ed programs. System Manager of the computerized accounting software. Authorizes access of software module to appropriate school personnel. Develops, implements and monitors the school district budget. Counsels department and school administrators on the preparation and management of individual school and program budgets. Supervises all accounting operations, including student activity funds at the individual schools. Provides oversight of the collection, safekeeping and distribution of all funds. Advises the Superintendent and other administrators regarding internal controls to ensure district financial operations are functioning effectively and efficiently. Prepares and effectively communicates the financial reports to department heads, the Superintendent and the Board of Education. Acts as the health plan administrator for the district. Oversees workers compensation, unemployment compensation, FMLA, 403(b), and retirement plans. Responsible for preparing all financial reports required by the State of Maine and federal agencies having jurisdiction over public school funds. Oversees the preparation of employee payroll and benefits. Manages the districts insurance programs. Arranges the annual financial audit of the school district. Supervises the procurement process (requisitions, purchase orders, accounts payable). Particular attention to accurate account codes and timely payments to vendors. Approves and maintains warrants that must be submitted to the RSU 39 Board of Education. Monitors budgets to ensure that there are no unauthorized or unanticipated over expenditures. Analyzes State Subsidy calculations, following the Essential Programs and Services guidelines. Reports to the Superintendent on findings, trends and potential funding changes due to student enrollment and state property valuation changes. Responsible for maintaining fixed asset records. Responsible for developing internal controls and accounting procedures. Responsible for administration of all financial obligations of the Board of Education relative to collective bargaining contracts. Assists the negotiations committee on salary scales and benefits proposals. Performs reviews of financial records such as revenues, expense and balance sheet transactions including assets, liabilities and fund balances. Performs other duties as assigned by the Superintendent of Schools. Qualifications Experience managing the financial affairs of a public school system or a similar public or private organization. A degree in Accounting or Business Management with a concentration in Finance. Knowledge of Maine school finance and Maine school law. Extensive knowledge of current business practices including accounting, purchasing, budget preparation, payroll processing, human resources and management. Knowledge of public education and its related challenges. Ability to supervise personnel in an effective manner that promotes professional growth and improvement.
