00 Job Description We are seeking a highly motivated and experienced Business Services Manager for the Administration Division in Raleigh Water. The Business Services Manager will serve as the lead for all departmental operating budget operations, business plan administration, and HR/Payroll functions. The Business Services Manager will serve as a part of the program’s leadership, fulfilling the role of advisor to department’s executive leadership, and will manage practices that support the departmental business plan and the execution of budget operations. Additionally, this role will participate in the continued development of a cohesive strategy, and assuming leadership of activities that may arise from this strategy, specifically related to the Departmental Business Plan.

The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities. Duties and Responsibilities Acts as an advisor to the executive leadership team, providing guidance and recommendations as it relates to the departmental administration, fiscal processes/ financial services, day to day budgetary operations, and personnel management to enhance departmental effectiveness and meet organizational goals Assists in shaping and executing the department’s strategic vision, goals, and initiatives in alignment with the organization’s overall mission Serves as departmental subject matter expertise for all fiscal and financial processes as it relates to the operating budget Serves as primary approver for fiscal and procurement processes, ensuring that all staff with fiscal and procurement responsibilities are in compliance with City policies Develops and manages departmental operating budget and provide insight into divisional budgeting processes, utilizing good fiscal stewardship, and in alignment with business plan Provides support and insight into personnel structure and effective departmental organization to support the execution of departmental business plan and strategic planning. Directly supervises staff members, to include training, leadership, and evaluation Works closely with staff to manage and support personnel actions, including hiring, onboarding, disciplinary action, and performance management. Supports flagship departmental programs and initiatives, including but not limited to key training presentation, development, and facilitation
Typical Qualifications Education and Experience:
Bachelor’s degree in accounting, finance, business, human resources, public administration or directly related field, six years of professional experience which includes two years of supervisory experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Working Conditions:
Work is routinely performed in an indoor, office environment.
