FLSA SUMMARY
The Assistant Vice President, Reporting and Performance reports to the Senior Vice President (SVP) of Corporate Strategy and Performance, the highest executive-level leader responsible for agency-wide strategy, governance, performance, and operations for MTA Bridges and Tunnels (TBTA) and the Central Business District Tolling Program (CBDTP). The Assistant Vice President, Reporting and Performance supports the SVP of Corporate Strategy and Performance in overseeing all TBTA performance reporting, financial-related audits, operational planning, and Board materials. Key responsibilities include directing the development and management of the TBTA Work Plan, Board Reporting (including the Committee Book), Corporate Metrics, Operational Plans (February, July, November), and Open Data initiatives. This role ensures the delivery of timely and accurate management reporting aligned with strategic objectives. This position also directs the preparation and oversight of all departmental budgets, including preliminary, midyear, and final submissions, with detailed planning for Personnel Services, Overtime, OTPS, and Capitalized Assets. The role manages variance analysis, cost assessments, and special budget assignments, ensuring continuous financial alignment. It plays a key role in enhancing communication and coordination between executive and facility management teams, supporting authority-wide joint procurement, and delivering direct services. In addition, the AVP leads departmental workflow process improvements, operational efficiency initiatives, and the integration of technology solutions to streamline work. The role supports organizational structure reviews and personnel actions, develops hiring plans in partnership with senior leadership, and manages strategic administrative functions. This position also oversees the administration and project management of all TBTA contracts, including maintenance contracts totaling more than $41 million (as of FY24). The AVP produces high-level reports and presentations for executive leadership, represents the department on key committees, and ensures compliance to policies and performance outcomes are communicated effectively across the agency.
QUALIFICATIONS
Bachelor’s degree from an accredited college in Public Administration, Business Administration, Finance, Accounting, Economics, Transportation Management, or a related field. Must have a minimum of fourteen (14) years of progressively responsible experience in performance reporting, operational planning, budget management, and organizational operations, preferably within a large public agency or complex organization. Minimum of ten (10) years of leadership/supervisory experience overseeing multidisciplinary teams, projects, or departments. An equivalent combination of education and experience may be considered. Demonstrated experience in developing and managing large departmental budgets, including personnel services, overtime, OTPS, and capitalized assets. Proven track record in variance analysis, financial forecasting, and cost analysis Experience managing complex contracts, including maintenance or operational contracts. Proficient in Microsoft Office Suite. Deep understanding of performance measurement frameworks, organizational KPIs, and regulatory compliance within a public or transportation-related agency. Strong written and verbal communication skills, with the ability to develop high-level reports and presentations for executive leadership, boards, and external stakeholders. Skilled at cross-functional coordination and communication between executive and operational levels. Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders. Demonstrated ability to effectively work in a high profile, high pressure environment. Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team building, listening, problem solving, and prioritization skills. Valid Driver’s License in the State of New York
PREFERRED
Master’s degree in Public Administration, Business, Finance, Urban Planning, or a related field. Experience working in a government agency, transportation authority, or other regulated public service entity. Familiarity with the structure, goals, and regulations governing MTA, TBTA, or similar transportation authorities Familiarity with enterprise financial systems, performance dashboards, and tools such as Excel, Power BI, or Tableau.
