Given broad objectives, provides leadership, direction and management for the day-to-day operations of W&S, ensuring sound judgment in business and technical decisions and the management of employees; monitors W&S’s financial status; ensures short and long-range goals and objectives are attained. Provides input and guidance to the Berkeley County Supervisor’s office and Berkeley County Council Members in the absence of the Director.

ESSENTIAL JOB FUNCTIONS

Provides leadership and direction to the Operations, Solid Waste and Customer Service departments.

Coordinates project management with various County departments.

Assists in the development and construction of new facilities, operations and maintenance facilities.

Provides direction and support in the preparation of budgets, rate proposals, capital improvement plans and other financial reports. Monitors income and expenses, audits and other financial activities to ensure W&S’s ability to meet its customer’s current and future demands while complying with all applicable laws and regulations.

Interacts with a variety of governmental, industrial, business and citizens groups.

In conjunction with the County Public Information Office, assists in preparing media communications for the County Supervisor and County Council Members.

Represents W&S and the County at local, state, and national meetings and conferences.

Performs a variety of administrative tasks on a regular basis that include but are not limited to reviewing and evaluating engineering and other technical and financial reports, and monthly operational reports, preparing correspondence and agendas, gathering information for the County Supervisor or Council Members, etc. Performs other duties as assigned.

EXAMPLE OF DUTIES

Bachelor’s degree in business administration, public administration, engineering. required; Master’s Degree in Civil Engineering preferred;Five (5) years of previous management experience; Six (6) years of related engineering experience required;Professional Engineer (PE) registration in the State of South Carolina required;Water and wastewater design and construction experience required;Must have and maintain a valid driver’s license for South Carolina with a safe driving record;

Special Requirements:

Must have extensive knowledge of the principles and practices of government and administrative policies including personnel, governmental financing, and budget planning.

Departmental testing may be administered during interview; A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

Knowledge, Skills and Abilities:

Knowledge of the principles and practices of government and administrative policies including personnel, governmental financing and budget planning.

Knowledge of governmental auditing procedures.

Skill in communication, both oral and written.

Skill in mainframe systems and advanced personal computer use including Word and Excel.

Skill in the operation of all basic office equipment, including fax machines.

Skill in making budget recommendations, determining budget allocation and budget management.

Ability to multi-task and work independently.

Ability to deal with the public to include handling potential difficult customers and volatile situationsAbility to manage inventory and property.

Ability to create and guide implementation of capital improvement and major construction.

SUPPLEMENTAL INFORMATION

The work is regularly performed in a relatively safe, secure and stable work environment. Normal operating hours are Monday through Friday 8:00 a.m. until 4:00 p.m., with the ability to work flexible hours when necessary. Must be able to attend evening County Council and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
