South Carolina Retirement Yes State Insurance Programs Yes Annual Leave Yes Sick Leave Yes Position Description Advertised Job Summary The PASOs Business Manager, under the supervision of the PASOs Executive Director, is responsible for the financial management, human resources (HR) transactional actions, and administrative operations & support for PASOs. This position, as part of the PASOs Executive Leadership Team, coordinates with directors, managers, and grant Principal Investigators (PIs) to develop budget projections and plans. Responsible for the fiscal management, reporting, and oversight of all federal, state, and foundational grants &/or contracts, revenue/expenditures for PASOs, financial records, while ensuring data integrity using PeopleSoft Finance, Finance Intranet, PeopleSoft HCM, the Educational Foundation Reporting Express, and PeopleAdmin for HR actions. Job Related Minimum Required Education and Experience Requires a bachelor’s degree in a job related field and 2 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. Required Certification, Licensure/Other Credentials Preferred Qualifications Proficient with Microsoft Office, PeopleSoft Finance, PeopleAdmin, and University of South Carolina HR Policies and Procedures. Knowledge/Skills/Abilities This position works independently under the direct supervision of the PASOs Executive Director with discretion as necessary to complete tasks and meet deliverables. Ability to communicate effectively with diverse groups, staff, partners, stakeholders, and other colleagues and professionals, demonstrating cultural humility capacity that cultivates effective interpersonal skills to advance efficient workflow relationships between people and relevant systems. Ability to coordinate administrative functions, maintain efficient business and accounting practices, multitask, and meet multiple deadlines in a high-paced environment. Analytical and possess the ability to exercise sound judgement. Ability to manage multiple responsibilities and ability to prioritize projects while working independently. Good research and organizational skills, time management, and attention to detail. Job Duties Job Duty Responsible for the fiscal management, reporting, and oversight of all grants, federal, state, and foundational grants and/or contracts revenue funds, while ensuring data integrity using Peoplesoft Finance, Finance Intranet, Peoplesoft HCM, and the Educational Foundation Reporting Express. Monitoring of expenditures for compliance. Provide pre- and post-award assistance to Principal Investigators in the development of budgets and narratives; submissions of requests for no-cost extensions/prepare re-budgets via USCeRA; and request risk accounts as needed. At minimum, meet monthly with department directors for budget meetings to discuss project funding, staff payroll, and future projections. Participate in project implementation meetings as well as partner and funder meetings addressing topics related to fund management and reporting for all initiatives. Essential Function Yes Percentage of Time 50 Job Duty Serve as the center liaison with ASPH HR using PeopleAdmin and HCM to process transactional HR activities, including RGP reappointments, recruitment efforts, new hires, and I-9 verifications. Process and monitor center-level student employee HR actions. Maintain contact lists, filing systems, and produce and distribute pertinent correspondence memos to staff as needed and required. Submit HR updates to the Communication Team for inclusion on the website. Participate in PeopleSoft training sessions as required, either virtually or in person. Essential Function Yes Percentage of Time 10 Job Duty Create and process all payment-related actions—serving as the supplier Liaison for both new and established vendors. Work with the Purchasing Department in requesting required bids and/or submit sole source memos for all contracts equal to or greater than $10,000. Attend and participate in PeopleSoft webinars or in-person training sessions as required, such as those related to travel, payment requests, etc. Prepare and process all contract-related documents for submission to the General Counsel for signature. Essential Function Yes Percentage of Time 25 Job Duty Meet monthly with your direct supervisor to discuss workflow progress and address any questions or concerns. Assist with planning and coordinating events. Participate in the PASOs Executive Leadership Team, as well as all assigned staff departmental and supervision meetings, training, and professional development as necessary. Other duties as assigned.
