Performs difficult, complex administrative and financial work at the Department of Social Services. The position is responsible for fiscal, grant, and strategic planning functions. Employees in this position supervise and manage the administrative functions for the Department of Social Services. Distinguishing Features of the Class
An employee in this class performs a variety of professional-level management and technical functions. Work involves reviewing and solving technical problems, budget analysis, grant analysis, preparation and monitoring, researching, analyzing, and making recommendations on administrative, management, and procedural practices; and preparing effective presentations of conclusions and recommendations orally and in writing. The employee is responsible for acquiring subject matter expertise in the functions and activities of the agency or other assigned work units, including applicable laws, rules, regulations, procedures, and technical operations. Is the liaison between Social Services and the Finance Department. Supervises and provides work direction to clerical and technical personnel; develops and trains others in following procedures and instructions for administrative activities; and effectively represents the Department of Social Services. Work is performed under the general supervision of the Department Head and is subject to review and evaluation through conferences, post-audits, personal inspections, written reports, and public acceptance. Duties and Responsibilities
Essential Duties and Tasks

  • Plans and directs the work of the business office, facility management, and fiscal planning at DSS.
  • In conjunction with the DSS Director, plans and ensures institutional effectiveness regarding all administrative, operational issues and services. Requires access to NC Fast software system.
  • Responds to non-routine client inquiries regarding Eligibility and Enrollment case activities, as needed.
  • Grants access to NC FAST, as needed.
  • Supervises Eligibility and Enrollment processes of special programs, as needed.
  • Monitors the receipt and recording of payments related to the Eligibility and Enrollment system.
  • Coordinates the Limited English Proficiency program.
  • Oversight to workers who support Eligibility and Enrollment processes.
  • Confers with the DSS Division Heads for long- and short-range planning, with the primary responsibility for those areas that cross program lines.
  • Manages internal financial operations at DSS, including purchasing, accounts receivable and payable, utilities, cash receipts, and fixed assets. Prepares and submits revenue and expenditure closing entries at the end of the fiscal year; ensures proper coding and submits adjusting entries to the Finance Department.
  • Oversees and manages credentialing and accreditation processes.
  • Responsible for special projects/assignments as assigned by the DSS Director, including media relations, intergovernmental relations, and community relations.
  • Oversees office account management by reconciling all revenue and expenditure line items; submits adjustments to the Finance Department promptly; reconciles cash received with receipts; prepares and makes daily deposit.
  • Assists in departmental personnel administration, interpretation and dissemination of program policies and rules, and in the formulation of new or revised policy.
  • Confers with management representatives of other counties and State departments on administrative services problems. Measures operational efficiencies; research trends and forecasts; develops processes and techniques; recommends actions.
  • Manages biweekly employee time sheets; prepares calculations and reports for employee compensation involving salary adjustments; maintains knowledge of federal, state, and local compensation laws.
  • Secures information for the use of higher-level officials in preparing speeches, articles and reports.
  • Obtains material from a variety of sources and prepares abstracts or summaries of factual data.
  • Is responsible for grants management and contract monitoring activities for DSS.
  • Assist and finalizes compliance audit testing prior to review from independent auditors.
  • Directs, assists, and coordinates the annual budget proposal under the direction of the DSS Director; prepares expenditures and revenue projections, and ensures proper classification of expenditures; summarizes budget data; prepares comparative financial statements and change analyses; instructs departmental personnel in budget procedures; compiles information to be provided to Commissioners.

  • Considerable knowledge of public accounting principles, practices, and procedures.
  • Considerable knowledge of laws, rules, and regulations applicable in the accounting function, to include NC General Statute 159 and the Local Government Budget & Fiscal Control Act.
  • Considerable knowledge of computer operations and applications related to accounting, payroll, and financial analysis and reporting.
  • Considerable knowledge of the County’s budgeting and purchasing policies and procedures.
  • Thorough knowledge of the principles and practices of human services and/or public administration.
  • Thorough knowledge of the agency’s organizational rules, policies, and procedures.
  • Ability to exercise judgment and discretion in applying and interpreting policies and procedures.
  • Ability to analyze and interpret financial data, perform trend analysis, and prepare clear and concise reports, and make alternative recommendations to solve problem situations.
  • Ability to use technology and office equipment to perform calculations, design and maintain complex spreadsheets and presentations, and prepare assignments on major reporting projects
  • Ability to plan, assign and review the work of others.

  • Ability to understand and carry out oral and written instructions.
  • Ability to express comments and opinions clearly and concisely in oral or written form.
  • Ability to write logical, comprehensive, concise reports and correspondence.

  • Work requires the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
  • Work frequently requires sitting, using hands for fingering, reaching, and grasping, repetitive motions and occasionally requires standing, walking, reaching, pushing or pulling, stooping, kneeling, crouching, or crawling.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and detailed or loud talking to convey detailed or important spoken instructions to others accurately, loudly or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Visual acuity is required for close vision, ability to adjust focus, depth perception, preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
  • Worker is not subject to adverse environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic). Desirable Training and Experience
    Graduation from a four-year college or university with a degree in Human Services, Finance, or related field and considerable financial and management experience in human services or business field; or an equivalent combination of training and experience. Special Requirements
  • Possession of a valid North Carolina driver’s license upon hire.
  • Complete Certified Local Government Finance Officer training and certification through the School of Government.
