Description Gaston County Public Health is committed to protecting, promoting and preserving the health and well-being of all Gaston County residents. Examples of Duties The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform. Performs journey-level accounting, financial analysis, budgeting, and grant administration, including overseeing and correcting transactions, developing financial tools, setting up and managing accounts, preparing correspondence, maintaining the general ledger, preparing salary allocations, assisting with identifying funding alternatives, appropriating grant funds, and ensuring compliance with financial practices, procedures, and deadlines, and applicable regulations, policies, and procedures. Prepares, reviews, maintains, and/or submits complex financial, analytical, and other reports, spreadsheets, records, files, and other documentation; maintains databases and online systems; processes checks, purchase cards, invoices, and other financial information and materials; researches and analyzes financial transactions, cost, expenditure, revenue, and related information; and makes recommendations based on financial data. Ensures timely and accurate submittal of expenditure reports and any other required external financial reports to funding agencies. Maintains electronic expenditure tracking and monthly expenditure documentation. Works with Finance and Budget staff to review reimbursement requests and ensure accurate and timely recording of grant-related transactions in the financial system. Provides technical assistance to grant managers, including assisting with proposal development, strategic planning, financial management, reporting requirements, and project compliance and monitoring; and coordinates with, and/or serves as a liaison to contractors, subrecipients, and/or external agencies. Supervises assigned staff. Minimum Qualifications Bachelor’s degree or equivalent in accounting, business, or public administration or a directly related field. Two years of experience in area of assignment, such as: fiscal management, grants management, finance, budgeting, etc.

Knowledge, Skills, and Abilities:

Demonstrated working knowledge of federal and state grants. Demonstrated working knowledge of financial grant management. Ability to communicate in a clear and concise manner (written and/or oral). Ability to establish effective working relationships with subordinates, and other divisions and departments and employees. Ability to read and interpret state and federal financial regulations and prepare complex financial reports and analyze and evaluate complex financial systems with demonstrated communication and leadership skills.
