DEQ has an open opportunity for a Community Development Block Grant (CDBG) Program Manager I (Flexible/Hybrid). It is full-time (40 hours per week) with State Benefits . The positions currently qualify for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. The Community Development Block Grant (CDBG) Program Manager I position is located in the Division of Water Infrastructure and responsible for the general management of the CDBG Infrastructure program. This position independently manages and accounts for the program budget, promotes and publishes grant opportunities, clarifies eligible products and key program requirements and oversees the application process which includes determining applicant eligibility. To accomplish program goals, this position works with multiple stakeholders including but not limited to internal division leaders, representatives at the NC Department of Commerce, and local government officials and subject matter experts to develop and implement the program to achieve program goals and meet federal compliance requirements.
Key Responsibilities:
Establishes priorities, such as water system infrastructure needs, wastewater system needs, community needs, etc. to obtain project approval(s) from the State Water Infrastructure Authority. Tracks approved projects through completion to ensure they are properly constructed and are compliant. Sets daily, short-term and long-term goals and objectives; translates them into daily tasks to be performed by subordinate staff. Responsible for ensuring all grant activities are conducted in accordance with applicable federal rules, and/or state policies so as to alleviate negative financial consequences for the department.

Demonstrated experience communicating information to consulting engineers, municipal/local officials, and/or the public using written and/or oral communication skills. Minimum Education and Experience Requirements Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
