Primary Purpose of Position:

The State Library is seeking a dedicated and forward-thinking State Aid Grant Administrator to join our team. The State Aid Grant Administrator supports the administration of the Aid to Public Libraries fund, also referred to as “State Aid,” which is intended to promote, aid, and equalize public library service in North Carolina by ensuring compliance with eligibility, spending, and reporting requirements as set forth by the General Assembly in General Statute 125-7b. This position assists with the record-keeping and reporting requirements of the program, including monitoring grant recipient adherence to state rules and regulations governing fund expenditures and eligibility. This position will work closely with the State Aid Program Manager and other Library Development (LD)staff whose positions involve monitoring eligibility requirements, as well as with the Assistant State Librarian and State Library Administration to ensure accurate financial reporting and procedural compliance.
Key Responsibilities include but are not limited to:
Receive and process grant applications.
Communicate with beneficiaries to ensure that applications and supplemental documents are submitted in a timely manner.
Create and maintain documentation on allowable expenses and reporting requirements; proactively communication this information to beneficiaries (libraries).
Monitor grant beneficiary (libraries) use of funds to ensure all expenditures are compliant with federal and state spending regulations.
Compile and enter all information required for NC State Reporting Requirements and for independent evaluator.

Position/Physical Requirements:

Must be able to work Monday through Friday, 8am-5pm.
Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.
Must be able to frequently lift up to 10 lbs. with or without reasonable accommodation.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must have or be able to:
Demonstrated experience with managing financial accounts for completeness, accuracy, and compliance with program rules and regulations. Demonstrated experience in records management for a shared environment.
Demonstrated experience with analyzing financial data to include presenting in oral and/or written format.
Proficient experience with Microsoft Office-Excel/Word.
Excellent verbal and written communication skills and the ability to establish and maintain effective professional relationships with a wide variety of people.

Management Prefers:

Working knowledge of the general principles of financial management and generally accepted accounting principles and/or grants administration practices
Ability to understand and independently apply federal regulations, state policies, and departmental procedures.
Ability to organize and format reports to comply with applicable guidelines; and the ability to review and document compliance with laws and regulations.
Minimum Education and Experience Requirements
