Job Description

Defense Operations Program Analyst The LDM Group Cape Canaveral, FL Job Summary We are seeking a skilled and detail-oriented Program Analyst to join our team. The ideal candidate will possess a strong background in intelligence and military operations, with a focus on exercise planning and special operations. This role requires analytical thinking, effective communication skills, and the ability to work collaboratively in a fast-paced environment. The Program Analyst will support various initiatives within the Department of Defense (DoD) and contribute to the success of HRO operations. Up to 30% domestic travel annually. Responsibilities Coordinate with Navy’s HRO and the Personnel Policy Board (PPB) to support modifications of AcqDemo Policy and Business Rules by ensuring alignment with Federal Register, and any subsequent revisions thereto. Examine and remain current with all DoD Project rules and procedures and incorporate required revisions to policies and procedures based upon updates to DoD Project rules or procedures. Upon approval by the HRO, the Program Analyst shall update and deliver all Communication Documents (CDRL A005) in the HRO format, such as required revisions to policies or procedures through the HRO website, ALL HANDS emails, the weekly Newsletter, Fast Sheets, and any other means necessary to ensure that all HQ and other employees are aware of such revisions. Attend meetings as required to support HRO operations. Meetings are both in-person, and virtual. Training, Contribution Planning, and Self-Assessment Drafting Assistance Update and deliver all AcqDemo related Training Materials (CDRL A001), which includes templates, and examples for use by assigned AcqDemo personnel. Trainings may be conducted in-person, virtually, via VTC, or telephone. Provide ad-hoc AcqDemo refresher training and support in conjunction with HRO to include pay setting, employee conversion, Position Designation Tool (PRD) classification, recruitment and placement, and pay pool administration. Provide formal new employee orientation training in conjunction with SSP HRO for any new HQ and other employee hired into an AcqDemo position, within the first 30 days onboard. Training shall provide new employees with an overview of the AcqDemo program. Provide annual formal Contribution Planning training sessions in conjunction with HRO for all HQ employees and all other employees in the AcqDemo program. Provide semi-annual formal Self-Assessment Writing training sessions in conjunction with HRO for all HQ employees and all other employees in the AcqDemo program. Provide semi-annual Appraisal Writing training sessions in conjunction with HRO for all HQ employees and all supervisors of employees in the AcqDemo program. Provide annual formal understanding Pay Pool Process training sessions in conjunction with HRO for all HQ employees and all other employees in the AcqDemo program. Provide ongoing technical guidance and oversight in conjunction with HRO to HQ and employees in the appropriate content and structure of contribution plans and self-assessment documentation for semi- annual and annual appraisals. Provide ongoing one-on-one Self-Assessment Writing and Contribution Planning assistance in conjunction with HRO to HQ and other employees assigned to an AcqDemo position. Provide annual Constructive Feedback Training in conjunction with HRO for all HQ supervisors and all other supervisors in the AcqDemo program. Pay Pool and Sub-Pay Pool Facilitation Provide training, guidance, and facilitation support in conjunction with HRO for the planning and conduct of pay pools and sub-pay pools. Assemble, finalize, and deliver AcqDemo Pay Pool Documentation (CDRL A002) and Pay Pool Reports (CDRL A003), which includes spreadsheets, electronic appraisal binders, training materials, and ad hoc reports. CAS2Net and Ancillary Personnel Systems Support Provide technical assistance and guidance to HQ and FA personnel in populating, navigating, registering, and updating all CAS2NET and ancillary personnel systems for HRO and AcqDemo related activities. Maintain CAS2Net and ancillary personnel systems data to reflect current organization structure and accurate data in coordination with HRO, to include Position Requirement Document (PRD) and Organization Structure (org) charts. Review CAS2Net and ancillary personnel systems data discrepancy reports to resolve differences. Support the HRO with processing Acqdemo personnel movement and pay flexibility actions by providing personnel data and information, as well as completing and routing forms and templates, as needed. Provide technical assistance and guidance to track, monitor, and deliver CAS2Net Reports (CDRL A004) and ancillary personnel systems data as determined by HRO and SSP business rules. Command Outreach Assist in communicating HRO and AcqDemo information, processes, and requirements to the workforce by developing and distributing communications. Delivered via face-to-face, electronically, and by any other methods necessary to ensure that one consistent message is presented to all employees. Surveys and Lessons Learned Integration Assist SSP HRO with the development, implementation, and analysis of employee surveys to identify areas for improvement or revision. Analyze data from the contribution-based compensation and appraisal system and compensation cycle. Brief SSP leadership on the results and deliver Recommendations for Improvement and Lessons Learned Report (CDRL A006) or revision to the existing AcqDemo process and procedures. Program Analyst’s Progress, Status, and Management Report Prepare and deliver Progress, Status, and Management Reports (CDRL A007). Experience Required Proven experience in analysis, with a strong understanding of military human resources and AcqDemo operations and exercise planning. Familiarity with DoD processes, policies, and procedures related to AcqDemo. Excellent analytical skills with the ability to synthesize complex information into actionable insights. Strong communication skills, both written and verbal, with the ability to present information clearly to diverse audiences. A background in militarized environments or prior military service is advantageous but not mandatory. US Citizen with an active clearance.
