## DescriptionThe Employment Services Supervisor is a civilian position responsible for overseeing the agencys pre-employment functions to ensure efficiency, accuracy, and compliance with applicable laws, policies, and procedures. This role supervises assigned personnel and manages key areas, including background screenings, application processing, new hire onboarding, and compliance with EEO, state and federal guidelines. The supervisor is responsible for planning and coordinating daily operations, promoting interdivisional collaboration, and ensuring all processes are completed in a timely manner. Additionally, this position maintains open communication with the Personnel Services Supervisor and provides support to Personnel Services as needed. This position reports to the Recruiting Manager.

ESSENTIAL JOB FUNCTIONS
- Supervise the hiring process (e.g., open position postings, coordination and schedules of interviews, orientation and hire dates, maintenance and review of all applicant fingerprint results, applicant files, selection process
- Oversees applicant testing and/or selection processes as required, including written testing, oral interviews and/or other appropriate selection processes that are designed to identify the most qualified and appropriate candidate for employment
- Responsible for applicant testing components (i.e., typing, physical, drug screen, psychological, etc.

- Purge member application files and related documentation in accordance with state statutes
- Prepare and instruct training for participants on the interview panels in accordance with federal laws and regulations
- Coordinate with the Personnel Service Supervisor to ensure compliance with ADA requirements, during the hiring process, as needed
- Supervise and coordinate the activities of subordinate members including determining work procedures and schedules; issue instructions and assign duties; review work; recommend personnel actions; conduct performance reviews; conduct departmental training and orientation
- Collaborate with the training section to evaluateand approve subordinates training requests for career development and obtain and/ or maintain Human Resources Professional Certifications, ensuring alignment with organizational goals and budgetary considerations
- Review and approve unit-level budget requests related to personnel services and evaluate the necessity of equipment or supply requests based on budgetary limitations
- Maintain compliance with the Equal Employment Opportunity (EEO) policy and provide applicable training
- Maintain professionalism and confidentiality in all HR related matters

- Coordinate the maintenance and annual review of job descriptions, ensuring all updates align with agency policy, position needs and applicable standards
- Oversee and ensure the accuracy and completeness of records and documents related to public records requests in compliance with Florida State Statute 119 and agency policies
- Ensure proper maintenance and security of personnel files, including medical records, in compliance with HIPAA and agency requirements
- Clearly accept/delegate authority; ensure subordinates fully understand associated duties and responsibilities
- Participate in meetings, training, seminars, and conferences to stay current with publications, trends, laws and legal standings, and best practices in human resources; become familiar with new techniques/technology as it relates to the field of expertise and job responsibilities
- Compile/disseminate computerized data and statistical information as required/requested, related to employment services, and regulatory compliance, and prepares yearly statistical report ng
- Review completed work assignments for accuracy and achievement of all objectives, providing the originator with appropriate feedback to encourage task completion according to desired specifications
- Analyze existing programs, procedures and systems and evaluate alternative methods for providing efficient services
- Implements changes and new programs as directed within the period specified in accordance with agency policies
- Make well-informed, effective, and timely decisions, even when information is limited, or solutions produce unpleasant consequences; perceives the impact and implications of decisions
- Develop, recommend and implement Human Resource policies and procedures, acting as Subject Matter Expert in the policy review process
- Respond appropriately to grievances/complaints in accordance with agency policies/procedures/applicable laws in a timely manner
- Respond to supervision, guidance, direction, and feedback in a receptive manner and in accordance with agency policies
- Follow all leave and attendance related policies/procedures, including, but not limited to arriving on time, working the entire shift, submission of vacation, and notification to supervisor regarding absence from work due to illness or untimely incidents and notification of supervisor concerning overtime hours worked
- Check their assigned mailbox, telephone/electronic messages (email), Tyler Munis Notifications and DMS system, responding to messages or taking actions in a prompt and professional manner
- Ensure timely and efficient processing of employment-related documents in accordance with agency policies and regulatory guidelines

- Provide accurate information/directions/assistance to the public, members, and/or other agency personnel in a professional and courteous manner consistent with agency policies
- Promote positive working relationships within the unit and other agency divisions by fostering a culture of teamwork, professionalism, and respect
- Handle routine tasks and aid members, external agencies, and the public in a professional and courteous manner
- Participate in emergency operational control when required and provide supervision to ensure continuous functioning of employment services
