- Technical Systems Operations to lead critical business operations and technical initiatives at the Division/Department level.
In this highly visible role, you’ll drive innovation and efficiency by leading cross-functional teams, overseeing the development and implementation of modern business systems, and ensuring seamless coordination across divisions/departments. You’ll have the opportunity to shape operational strategies, manage high-impact projects, and influence long-term technology investments that directly improve public service delivery. Essential Functions
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Oversees daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situation, and provides technical expertise.
- Ensures compliance with applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
- Establishes goals and objectives; develops work plans which identify major projects and services; organizes workflow; prioritizes schedules and assigns projects and services to staff.
Coordinates and collaborates with IT staff and County Divisions regarding design, development, implementation, and administration/maintenance of major business areas; reviews proposed legislation to determine potential impact on current/future projects, assesses and provides input regarding the impact of project activities on County and public information systems.
- Identifies major tasks, benchmarks/milestones, schedules, deadlines, budgets, funding sources, and staffing and resource allocations for projects and services. Presents project plans and requirements to senior management for approval; and develops and maintains tracking and reporting system for all project goals and milestones.
- Directs the operations, activities and services associated with business process systems and related projects.
Manages and oversees the business functions including: identifying business needs; defining system requirements; implementing, troubleshooting and maintaining applications; providing user training; and managing output, interface and reporting requirements. Supervises and reviews the execution of these functions; ensures adherence to County IT policies and procedures and sound IT principles and practices; assures system usability and stability.
- Monitors the status and work plans of major projects and services. Reviews status reports prepared by subordinate staff; ensures projects are on schedule and within budgets; modifies work plans as needed; Confers with management and project personnel regarding project issues; and provides advice and resolves problems as needed.
- Prepares, manages, and monitors section resources; manages capital and annual operating and maintenance budgets including section and for major software platforms (one year budget and five-year forecasts); manages approved budget; monitors and approves expenditures; prepares budget amendments as necessary. Identifies the need for additional staff, equipment, and other resources as necessary.
- Coordinates public education activities relating to division projects, services and activities; speaks to external stakeholders including members of the business community and the general public to provide information regarding projects and activities, develops press releases and public information materials for distribution; manages customer support for project public interface, including training and overseeing staff that will provide support and training to business community members.
- Serves as internal consultant/advisor to managers, department heads and employees regarding information systems development functions. Represents the section/division before senior managers as requested.
- Performs other related duties as required. Minimum Qualifications
- Bachelor’s degree required.
- Four (4) years of related experience.
- Candidates without a degree should possess four (4) additional years of related experience.
- Fingerprinting Required.
LICENSES/CERTIFICATES
- Project Management Professional (PMP) certification is preferred.
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
