Director of Operations Sun ‘n Lake of Sebring Improvement District 5306 Sun N Lake Boulevard, Sebring, FL 33872 Company Overview The Sun ‘N Lake of Sebring Improvement District is an independent special-purpose unit of government dedicated to financing essential services and infrastructure development within the community. Our mission is to enhance the quality of life for residents through effective management and innovative solutions. Summary The Director of Operations plays a critical role within the District as an executive-level employee who provides strategic leadership for the day-to-day operations of the District’s Code Enforcement, Security, Construction Services, and Recreation departments. This position is responsible for ensuring the efficient and effective functioning of its respective departments while also contributing to the long-term strategic goals of the District. Essential Job Functions ( Illustrative Only) :
Team Leadership :
Serves as the department head for a team of managers (Code Enforcement, Security, Construction Services, and Recreation) to ensure smooth operations across various functional areas such as production, logistics, customer service, etc. Participates in the hiring and training for department managers.
Supervisory Responsibilities :
Manages the work schedules of department managers, conducts performance evaluations that are timely and constructive, and issues disciplinary action (including terminations) as needed and in accordance with District policy.
Budget Management :
Forecasts and oversees the management of departments’ budgets, ensuring resources are allocated effectively to achieve operational goals while maintaining financial health.
Process Improvement :
Identifies areas for process improvement and implements solutions to streamline operations, increase efficiency, and optimize fiscal responsibility. Establishes quantitative and qualitative metrics, guidelines, and standards by which the District’s efficiency and effectiveness can be evaluated.
Vendor Management :
Manages relationships with vendors, suppliers, contractors, and other District stakeholders to ensure timely delivery of goods and services and negotiate favorable terms and contracts.
Risk Management :
Identifies potential risks to operations and develops mitigation strategies to minimize disruptions and ensure business continuity.
Compliance and Regulatory Affairs :
Ensures that the District complies with relevant laws, regulations, and industry standards in all aspects of operations (OSHA, Florida Department of Health, County and District Code of Ordinances, etc.)
Communication and Collaboration :
Facilitates communication and collaboration between different departments to ensure alignment and coordination of efforts towards common goals.
Performance Monitoring and Reporting :
Monitors and assesses operational performance and provides regular reports to District General Manager on progress and areas for improvement.
Crisis Management:
Collaborates with fellow Directors in the execution of the District’s Emergency Management Plan and responds to unexpected events or crises that may impact operations.
Strategic Partnerships :
Seeks opportunities for strategic partnerships or alliances that can enhance the District’s operational capabilities or market position.
Qualification Requirements:
Knowledge of:
- Proven experience in business operations, with a track record of leadership and achievement in senior management roles.
- Strong knowledge of code enforcement, construction permits, and project management.
- Excellent analytical and problem-solving skills.
- Exceptional communication and interpersonal skills for collaborating with diverse stakeholders.
- Leadership abilities with the capacity to motivate and develop a high-performing finance team.
- Strong strategic thinking and the ability to align financial strategies with overall organizational objectives.
- Considerable knowledge of computers and navigating specialty software programs
- Operation and application of Microsoft Office products (Word, Excel, and Outlook)
- Correct application and use of the English language, including spelling, grammar, and punctuation.

Education/Experience/Certification/License:
- Bachelor’s degree in business or related field. A Master’s degree (MBA, MA/MS) is preferred.
- Applicable certifications pertaining to code enforcement, construction permitting, and/or public safety are preferred.
- Five to ten years of relevant, progressive operational experience preferred.
- Must possess a valid Florida Driver’s License, have a satisfactory driving record, and be insurable by the District to operate District vehicle.
Typical working hours for this position are Monday-Friday, from 8:00a to 4:30p. This schedule is subject to change as required to meet the needs of the District. Must be willing to remain on-call and/or alternate schedules as required. This position is disaster essential and may be required to report to work immediately following a natural disaster (such as a hurricane).
