The role serves as a lead for specialized economic development inanities, with primary emphasis on cultural facility enhancement programs that drive tourism, arts and culture, entertainment, and community education sectors The incumbent manages complex, multi-million dollar grant programs requiring sophisticated financial analysis, regulatory compliance oversight, and strategic partnership development. Primary duties include administering competitive funding processes, conducting comprehensive project evaluations using merit-based criteria, and ensuring adherence to established policies and procedures. The position requires expertise in project management, financial analysis, and stakeholder coordination to support business retention, expansion, and strategic relocation initiatives. Minimum Qualifications Bachelor’s Degree required in economic development, economics, business, public administration, or a related field; AND 3 to 5 years of experience; OR Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. Duties and Responsibilities Note:

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below: Oversee comprehensive grant management processes, including application review, merit-based evaluation using standardized criteria, financial verification, and compliance monitoring. Manage multi-million dollar funding portfolios with awards ranging up to $1.5 million over multi-year periods. Formulate evidence-based recommendations for economic development policies, including grant program guidelines, funding criteria, and performance metrics. Analyze market trends, conduct feasibility studies, and develop comprehensive strategic initiatives that align with regional economic development goals and Board of County Commissioners’ priorities. Serve as the County’s primary liaison in high-level meetings, industry conferences, and strategic planning sessions with government agencies, private sector partners, cultural institutions, and community organizations. Deliver professional presentations, facilitate collaborative discussions, and represent County interests in multi-jurisdictional economic development initiatives. Conceptualize, develop, and execute sophisticated economic development programs, including competitive grant processes such as the Cultural Facilities Matching Grant Program. Establish application procedures, evaluation criteria, and compliance frameworks while ensuring alignment with established policies and measurable outcomes for targeted industry advancement. Provide expert advisory services to County departments, business organizations, individual enterprises, and community stakeholders on complex economic development matters. Offer specialized guidance on funding opportunities, regulatory compliance, project feasibility, and strategic business planning to support sustainable economic growth. Orchestrate collaborative relationships with municipal, regional, state, and federal partners to address multi-jurisdictional economic development challenges. Facilitate cross-sector communication, negotiate partnership agreements, and coordinate resource allocation to maximize economic development impact and resolve complex intergovernmental issues. Develop and maintain comprehensive databases, performance metrics, and analytical reports to evaluate program effectiveness, economic impact, and return on investment. Prepare detailed findings and recommendations for senior leadership and Board presentations. Other related duties as assigned. Job Specific Competencies Demonstrated expertise in economic development practices, including cultural asset programs and innovation district planning. Proficient in Microsoft Office 365 applications, including Word, Excel, and Outlook. Experienced in managing grant programs, with proficiency in grant management software, application processes, budgeting, and compliance. Skilled in organizing and facilitating board meetings, including drafting agendas and minutes, preparing meeting materials, and coordinating schedules. Strong working knowledge of intermediate-level mathematical functions for data analysis and budgeting. Excellent verbal and written communication skills, with the ability to convey complex information clearly and professionally.
