Full Job Description Position Summary:
The Director of DV Residential Operations is responsible for the operational and programmatic oversight, development, implementation and efficacy of the organization’s crisis hotline and emergency shelters. This position works collaboratively with the Chief Program Officer, Director of Outreach Programs, Lead IFP Attorney, community partners and stakeholders at the local level to advance best practices in the intervention of intimate partner violence in our service area. The Director of DV Residential Operations is responsible for the organization’s crisis hotline and residential services performance outcomes, required program reporting, project deliverables, health and safety standards and operating compliance. The Director of DV Residential Operations represents the organization’s leadership team and serves as a community leader and liaison to advocate on behalf of survivors of domestic violence and promote strategies aligned with SafeSpace’s mission, values, and vision. This position will be located in the Martin county shelter with regular travel to Indian River county shelter.
Qualifications and Skills:
Master’s Degree in social work or related human services field preferred, extensive job-related experience may substitute for Master’s Degree requirement, including specific to a non-profit agency that serves victims of domestic violence, sexual violence, or human trafficking providing case management, crisis intervention, prevention, advocacy and housing. Minimum of 5 years of progressive leadership experience in program management, including at least 3 years in a senior management role. Knowledge of managing emergency facility incidents and events impacting participants’ health safety; property grounds; building structures and dwellings; as well as and vehicle maintenance. A deep understanding of the dynamics of domestic violence and strategies to address the wellbeing and safety of individuals. Fully comprehend and practice trauma-informed care on organizational and individual levels, including excellent ability to safely respond to a crisis, conflict, and critical incidents utilizing a trauma-informed de-escalation approach. Must be able to build and sustain healthy working relationships with participants, staff, volunteers, community members, and professionals to peer model safe, respectful, and equitable relationships. Strong leadership skills that foster collaboration and strength-based approaches. Excellent time management skills, including managing multiple priorities and meeting deadlines. Must be organized and detail-oriented. Must adhere to and promote SafeSpace ethics, policies, procedures, and contractual standards. Ability to communicate efficiently utilizing excellent verbal, written, and interpersonal communication skills. Must maintain and protect the confidentiality of the program participants and shelter locations within agency guidelines and state statutes. Bilingual language skills are preferred including verbal, reading, and writing skills. Must be able to pass a level two background screen. Must be willing to lead and serve on the emergency disaster team in the event of a national disaster or weather emergency. Must maintain a valid driver’s license with reliable transportation to work at various locations including both emergency shelters and outreach locations.
Training Requirements:
Required onboarding training will be conducted at the Admin. office or designated location during the hours of 8:30 am – 5:00 pm Monday through Friday regardless of shift schedule. Must successfully complete CORE Competency training provided by the agency within 90 days of employment and participate in ongoing mandatory education and skills training on relevant topics as required by statutory funding, certification of the agency or personnel, or as identified to improve employee performance. Must maintain annual training requirements outlined in the employee manual. Must have or gain knowledge in Florida Domestic Violence Statutes, Injunctions for Protection, court procedures, victim rights, Office of the Attorney General Victim Compensation / Relocation and Address Confidentiality Program (ACP), and the Florida Department of Corrections VINE (Victim Information Notification Everyday).

Job Responsibilities:

Develop, maintain and manage residential programs and services offered and provided at the emergency shelters. Provide day-to-day supervision and coaching for the DV Shelter Managers, as well as providing direct supervision of all shelter staff in the event the DV Shelter Manager is not available. Ensure the residential program services are provided according to SafeSpace, Inc. programmatic policies & procedures, following all contractual obligations and in line with the VOCA and Department of Children’s and Families (DCF) Programmatic and Administrative standards for Florida State-Certified Domestic Violence programs. Ensure residential program demographic and service statistics are accurate, entered and submitted timely into database, for compliance and reporting. Collect, compile, review and submit statistical and narrative reports on a monthly, quarterly, and annual basis as required by contractual obligations for the residential services and facilities. Submit reports as requested by funders, collaborative partners, and the CEO in a timely manner to meet deadlines. Meet and plan for funding expenditure of the operational needs for the residential shelters. Develop, schedule, implement, monitor and/or find appropriate trainings for program and facilities staff to meet annual requirements. Participate in hiring and supervising program and facilities staff as needed. Provide and document corrective action(s) and professional development plans with staff, including annual performance evaluations. Facilitate monthly supervision with reporting staff. Assist in the development of informational materials on domestic violence and SafeSpace services, to be provided to a variety of populations such as adolescents, adults, survivors, community and/or faith-based professionals, as needed. Directly oversee the development, enhancement, and successful implementation of program services specific to residential based advocacy services provided to adults and children residing in the emergency shelters. Analyze performance measurements of the residential based programs to assess the outcomes of qualitative and quantitative data. Participate in meetings and trainings to coordinate services and enhance best practices in the service provision of the residential based programs. Provide supportive services as needed for participants, including crisis intervention, personal advocacy, economic advocacy, court advocacy, law enforcement advocacy, supportive counseling, parent and child advocacy, and child/youth advocacy. Manage, update, and maintain the residential services component of the program manual, emergency preparedness manual, SOP, direct service forms, and internal shared folders. Maintain and manage inter-agency agreements and MOUs for the residential programs and facilities. Coordinate and manage facility related requirements, including fire drills, health department inspections, maintenance requests, and vehicle maintenance logs. Collaboratively work with vendors and volunteers for special projects. Coordinate community resources and referrals to meet the needs of program participants accessing residential services and crisis hotline. Actively participate in community task force/initiatives/events/activities to address the impact of domestic violence and promote prevention strategies while representing the agency, as needed. Advocate for survivors with systems (law enforcement, housing, immigration, etc.) at local task force meetings and initiatives, as needed. Build strong relationships with reciprocal referral partners including full understanding of referral services and programs. Conduct all duties from an evidence-driven, empowerment based, trauma-informed, and survivor-centered model. Participate in other projects and assignments as requested by the CPO and CEO.
