Manages personnel, operations, customer service, facilities, capital improvements, maintenance, and engineering functions. Essential Duties and Responsibilities

  • The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.

Employees may be requested to perform job-related tasks other than those specifically presented in this description Supports the Director in the execution of department strategic plans, implementation of department-wide initiatives, and direction of operational activities; coordinates major projects and continuous quality improvement activities. Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management. Ensures accurate recordkeeping, reviews safety procedures, and develops procedural changes. Establishes and implements customer service standards. Provides escalated customer service for complex issues and models departmental standards for customer service. Ensures compliance with permit regulations and standards. Oversees development and implementation of permit and regulatory requirements and collaborates with developers, agencies, engineers, contractors, and city departments to coordinate projects and improvements. Prepares annual budget and develops and plans Capital Improvement Projects for Sanitary Sewer and Storm Water Utilities. Oversees fiscal accountability through requisition process, material procurement monitoring, preparation of council memos, and attendance at council meetings. Reviews and modifies policies and procedures. Regular attendance is a necessary and essential function. Performs other duties as assigned. Supervisory Responsibilities Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function, including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.   • An equivalent combination of education, training and experience will be considered Required Education and Experience Bachelor’s Degree in Engineering or related field.

7-9 years’ experience in in sewer and storm water operations, including prior supervisory experience. Licenses or Certifications Professional Engineer (P.E.) license. Valid driver’s license. Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position

Knowledge of:

Principles, practices, and methods of civil engineering, including specialties such as sewer and storm water facilities. Relevant laws and regulations pertaining to sewer, storm water, and land disturbance permits. Business and management principles involved in strategic planning, resource allocation, and/or production methods. Managerial best practices and methods. General office practices, administrative procedures, and records management.

Skill in:

Communicating verbally and in writing to meet the needs of the audience. Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action. Collecting, organizing, and analyzing complex and/or technical data. Developing and maintaining effective working relationships.

Ability to:
