SUMMARY DESCRIPTION OF CLASSIFICATION

Under the direction of the Executive Director of Student Support Services this position manages the special education process for students placed in out of district placements, foster care placements, court placements, and Chartered Public Schools. The Out of District Coordinator/Court Liaison establishes relationships with the court system, division for children, youth and families, bureau of childrens behavioral health and personnel at out of district placements and Charter Schools. KNOWLEDGE, SKILLS, AND ABILITIES

1. Knowledge of the NH special education law and procedural safeguards.2. Understanding of foster care and implementing the special education process.3. Ability to work effectively with administrators, colleagues, school based staff, students, parents and community.4. Ability to provide consultation to out of district placement and Charter Schools. 5. Excellent oral and written communication and human relations skills.

EDUCATION, TRAINING, AND EXPERIENCE

1. Experience in the field of special education.2. Bachelor’s Degree, Masters preferred.3. At least three years special education teaching experience in grades Pre

K-12.CERTIFICATE AND LICENSE REQUIREMENTS

NH Certification in General Special Education, with preference given to those with additional endorsements such as specific learning disabilities or emotional and behavioral disabilities.

AND RESPONSIBILITIES

Keeping abreast of state and federal education regulations and laws to ensure compliance with the New Hampshire Rules for the Education of Children with Disabilities and RSA 186-C.Determine appropriate Extended School Year services for students placed outside the local LEA.Coordinate with outside agencies for the purpose of supporting special education students (ex: Vocational Rehabilitation, local area agencies, DCYF) and serve as a liaison for wrap around services when needed.

Assist with ensuring compliance as it relates to the Medicaid to Schools Program.

Attends placement team meetings on students being considered for an out of district placement.

Participates as the LEA Representative at IEP meetings at out of district placement and Chartered Public Schools to ensure that the special education process is being implemented.

Ensure that transportation is arranged for students who need it and that parents/guardians of students in out of district schools understand all transportation policies and procedures.

Attend court sessions and other meetings to convey and gather information required by the courts.

Communication with the court on behalf of the school district (e.g. attendance issues, available programs/services, completing paperwork, discipline, etc) to ensure the court has all the appropriate information to make rulings.

Coordinate with school teams and community organizations to build resources and expand program responsibilities.

Respond to requests for information from the court, parents/guardians, schools, and community agencies where appropriate, providing information and direction as required.

Perform other related duties as assigned to ensure compliance with Episodes of Treatment (EOT), court orders, IDEA, and district policy.

Participates in progress meetings and treatment meetings.

Visit potential placements with the student/parents to determine appropriate placement.
