POSITION SUMMARY

The Senior Director oversees overall operations for Elwyn Jersey (NJ), including but not limited to, the oversight of the administration and fiscal responsibilities of the enterprise. Directly supervises Directors of Operations for the residential services, referred to as Community Living Programs (CLP), and other designated personnel. Maintains accountability for direct and indirect reports to meet identified goals in an effort to meet all regulatory requirements and meet the needs of individuals supported. Ensures programs comply with day-to-day operations according to Elwyn Jersey’s policies and procedures.

POSITION SALARY RANGE

$90-$95,000 annually

DUTIES AND RESPONSIBILITIES

Oversees operations of Elwyn NJ’s IDD residential services, the Community Living Programs
Provides supervision and oversight to direct and indirect reports within assigned areas of responsibility; assist directors and managers in establishing best practices and standard operating procedures based on regulations, research and data analysis
Works with department directors and administration to ensure that quality care is provided and then monitored and continuously improved using observations, data collected, program regulations and best practices
Works alongside other areas of the business to maintain compliance, communication, and collaboration for operational efficiency and quality service, including but not limited to:
In conjunction with the Electronic Health Records Department, ensures timely and adequate billing while decreasing the occurrence of non-billable services
Works with the Admissions team to ensure ongoing incoming admissions as needed and maximize agency census
Works with clinical departments to ensure needs of individual supports are met
Works in conjunction with Quality and Compliance to ensure the sites are in full compliance with state licensing regulations and any accreditation standards and/or Elwyn quality standards for safety, security, cleanliness and comfort and plans of corrections are implemented, as needed
Works in conjunction with the nursing administrator to ensure compliance with medical regulations and meet the medical needs of individuals served
Works in conjunction with Day Program leadership and personnel as a liaison with residential management and personnel to ensure that residents are attending day program according to schedule and are properly prepared for day program, such as having their adaptive equipment, having proper lunches, and wearing appropriate clothing, etc.
Works in conjunction with the Staff Development department to ensure that personnel are receiving training
Oversees the development and delivery of services
Performs duties of Director of Operations (DO) for assigned CLP areas, as needed
Attends various internal management meetings, external conferences, family conferences, etc., to both obtain and share information
Directly manages the ongoing job performance of direct reports; develops and communicates performance goals, completes performance evaluations within established timeframes; provides feedback, develops and takes action on performance improvement plans, and determines and implements disciplinary action as needed
Actively participates in and leads various performance improvement initiatives within area of responsibility
Participates in the development and ongoing oversight of the annual financial operating budget, monitors expenses, identifies and resolves budget variances. Provides oversight for all costs incurred, overall appropriate use of financial resources, and efficiency of spending for assigned sites within areas of responsibility. Direct operations in a fiscally prudent manner and ensures Program sites operate within the established fiscal budget.
Interprets agency philosophy and establishes standards of excellence for staff
Confers with other administrative staff regarding standards, policies, and new program developments in order to effectively integrate and coordinate activities and services
Oversees maintaining the accountability of direct and indirect reports to ensure that the needs of individuals supported and all regulatory requirements are met
Oversees maintaining the accountability of programs to ensure day-to-day operations are operating in compliance according to Elwyn Jersey’s Policies and Procedures
Provide leadership, coaching, guidance, training, and staff development to all levels of department staff
Supports the professional development and career growth of direct reports by identifying and providing ongoing training and certification attainment in accordance with state licensing regulations and any accreditation standards, as applicable within area of responsibility
Provides supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
Works with, understands, and complies with terms and conditions of collective bargaining agreements (CBA) within a unionized environment with tasks including but not limited to adherence to scheduling procedures, processing transfers and promotions, administering disciplinary actions, adjudicating grievances, where appropriate and authorized, etc.
Participates in union negotiations
Seeks feedback from all levels of staff and completes on-going supervision and performance evaluation of staff
Evaluates existing protocols and processes and the proper implementation of same, and implements corrective actions or changes if findings show that improvements or modifications need to be made
Implements measures to ensure confidentiality of records, rights of individuals supported, individual funds management, and service provision, including the implementation of individuals’ annual plans
Helps with the development of and oversees the execution of the recruitment plan for personnel for all Elwyn Jersey programs in concert with Human Resources. Ensures staffing of assigned programs according to program design and expectation (eg, Annex A)
Oversees the corrective action implementation and follow through for all areas of Community Living Programs (CLP), including findings during investigations and audits
Implements Elwyn Jersey Quality Management strategies to ensure standards are met and maintained in all CLP programs
Communicates with State Officials as needed for operational/programmatic issues concerning individuals supported in CLP programs
Leads the development of CLP’s service priorities, goals and objectives. Helps develop and implement systems for monitoring compliance with all relevant laws, regulations, standards and stakeholder satisfaction
Participates in committees to develop policies and procedures and/or ensure compliance of same
Develops training for management/administrative staff to increase the skill levels in areas of management techniques and policy implementation
Notify management and staff, as appropriate, of any new policies and procedures in a timely manner and train them accordingly
Completes special projects as assigned
Perform on-call duties off hours as scheduled
Maintains current state-mandated training and certifications
Follows all current policies and procedures of Elwyn Jersey
Cooperates with Elwyn Jersey and the State of Jersey Department of Human Services, or any other authorized investigating body during an inspection, inquiry, or investigation
Performs cardiopulmonary resuscitation (CPR), safe crisis management, and medication administration using agency-trained protocols
Performs other duties as assigned

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS

High school diploma or equivalent; bachelor’s degree or master’s degree in a field of human services or related field preferred
Eight (8) years of experience in the field of intellectual and developmental disabilities
Five (5) years of supervisory experience with progressively higher responsibilities
Administrative experience preferred
Must successfully complete and/or obtain and maintain all certifications required by Elwyn Jersey and regulatory agencies
Must be able to interact with individuals with disabilities and have knowledge of and ability in crisis management
Must be able to perform CPR and safe care using agency-trained protocols
Previous experience working within and managing a unionized workforce preferred
Ability to work in variety of environments and settings, flexible hours, on-call responsibilities.
Non-profit human service experience highly preferred
Demonstrated ability to work effectively as part of a team
Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
Demonstrated strong attention to detail
Demonstrated strong time management and organizational skills
Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, and Outlook
Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred
