$160,000.00 – $167,000.00 Job Description The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused. The Comprehensive Modernization Program is a new initiative to implement integrated, comprehensive renovations spanning multiple building systems, building interiors and exteriors, and site and grounds improvements, at NYCHA developments. This approach is expected to allow developments to be renovated more quickly, at a higher quality, and with better value for money, while also holistically addressing all compliance requirements and the broader needs of residents and community partner. Comprehensive Modernization is looking to hire a Director of Operations. This Senior level role serves as a critical operations and strategy lead for NYCHA’s Comprehensive Modernization (Comp Mod) Department. Reporting directly to the Vice President, this position oversees key program components such as resident relocation, environmental compliance including hazardous materials, risk management, data analytics and reporting, workforce development, and strategic planning. The role functions as a connective hub across NYCHA departments, Comp Mod consultants, and senior stakeholders to ensure the successful execution of Comp Mod projects and the continuous advancement of program objectives. Key Responsibilities Strategic Initiatives & Cross-Program Integration Serve as a lead advisor on long-range planning, policy innovation, and program scaling strategies. Actively participate in monthly executive project reviews and identify systemic issues across project lifecycles. Represent the Comp Mod program in high-level interagency meetings and external forums. Support strategic integration of Comp Mod as NYCHA’s standard model for capital investment and HUD allocations. Executive Leadership Support & Stakeholder Engagement Draft executive decks, talking points, and issue briefs for senior NYCHA and external stakeholders. Provide leadership coverage for critical meetings and represent the department in high-stakes engagements. Partner with the VP of Comprehensive Modernization and executive team on strategic planning and innovation initiatives. Program Analytics & Dashboard Development Drive the creation, refinement, and QA/QC of program dashboards in partnership with AECOM’s analytics team. Analyze data to identify emerging trends, risks, and performance gaps. Use data insights to inform decision-making, resource allocation, and operations improvements across all Comp Mod projects. Relocation Direct and coordinate relocation efforts across AECOM, Design-Build teams, and NYCHA departments. Manage off-site unit inventory, condition assessments, and match tracking. Develop and implement policies related to vacancy holds in collaboration with ATAD, COO’s office, and property management. Oversee resident engagement protocols during relocation planning and execution. Coordinate with AECOM’s data team on relocation outcomes and trends. Environmental Oversight (HazMat, Lead, Mold, ACM) Lead all hazardous materials management activities across projects including oversight of Matrix/AECOM staff support. Ensure compliance and innovation in lead abatement, asbestos-containing material (ACM) planning, and mold mitigation efforts. Supervise the development and QA of abatement work plans and integration into Maximo and other systems. Propose policy and program improvements related to environmental compliance, testing, and long-term monitoring. Workforce Development & Equity Programs Manage the pre-apprenticeship program including vendor oversight, payment processes, outcome tracking, and strategic expansion. Strengthen MWBE and Section 3 participation by improving tracking systems, troubleshooting implementation gaps, and advising on enhancements. Develop narratives and outcome summaries for equity-focused initiatives and contribute to broader workforce policy conversations. Identify and resolve organizational challenges that limit project performance or mission alignment.

ADMINISTRATIVE HOUSING DEVELOP – 83006

Minimum Qualifications 1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or 2. Education and/or experience which is equivalent to “1” above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in “1” above.
