ADA/On-Demand Operations Manager 2.6 2.6 out of 5 stars 2081 West Whitehall Road, State College, PA 16801 If you have experience in on-demand services consisting of origin-to-destination paratransit and shared-ride service; origin-to-destination/anchor microtransit service; and/or carpooling and vanpooling programs – CATA may have a job for you! The ADA/On-Demand Operations Manager is responsible to ensure compliance with the American’s with Disabilities Act, PennDOT Shared Ride, and other federal and state regulations; manage all of CATA’s On-Demand services; manage and ensure that the contracted service providers continually provide transportation in compliance with all applicable legal, regulatory, and safety requirements . A bachelor’s degree and 5 years’ relevant experience or equivalent combination of education and experience are preferred. Some pertinent responsibilities of the position are listed below. Monitors the contracted service providers to ensure compliance, safety, efficiency, and customer service Participates in budget development and performance monitoring for on-demand operations; reviews fares; monitors and tracks expenses Ensures the data submissions to the Pennsylvania Department of Transportation and the National Transit Database are accurately completed in a timely manner Provides oversight of federal and state data reports; ensures preparation and submission of periodic grant and fare increase information associated with on-demand services; confirms retention of department records and reports Reviews on-demand practices and policies and makes recommendations on updates; monitors mirroring of such practices and policies by contracted service providers Manages the eligibility and enrollment process for paratransit riders Ensures CATA’s operations comply with American with Disabilities Act regulations, both internally for fixed-route service and through contracted on-demand service providers Maintains current American with Disabilities policies for CATA’s offered services; reviews practices and policies for needed updates Manages and resolves Americans with Disabilities Act complaints on all CATA services; manages the contracted service providers’ investigation and resolution of complaints, accidents, or incidents on on-demand services Manages CATA’s Americans with Disabilities Act Advisory Committee to strengthen relationships with the disability community Manages competitive procurement of on-demand service operation providers and preparation of solicitation materials Assists with the development of on-demand vehicle specifications Responsible for initiation and bringing to fruition the acquisition of various on-demand service software Conducts public meetings and provides community outreach for education on and promotion of on-demand service offerings Prepares and makes presentations to CATA’s Board of Directors Directs work for direct reports and oversees performance, provides guidance and support, and identifies developmental needs Coordinates tasks assigned to Customer Service Center personnel Acquires new knowledge and learns new ways of solving problems, thinks and plans strategically Completes regular updates to standard operating procedures (SOP) documentation for this position.
