Job Description
Director of Operations 3.7 3.7 out of 5 stars Harveys Lake, PA Panhandle Power Solutions is seeking a results-driven Director of Operations to lead the planning, coordination, and execution of all operational activities across our electrical and general construction projects. This senior leader will be instrumental in ensuring that all work meets safety, quality, compliance, and profitability standards while supporting company growth in the federal contracting sector.
Responsibilities:
Oversee daily operations of construction and electrical project execution teams, including superintendents, project managers, and field staff. Ensure projects are delivered on-time, within scope and budget, and in compliance with applicable regulations and contract specifications (especially for federal/DoD work). Collaborate with executive leadership on business development strategies, operational capacity planning, and resource forecasting. Develop and refine company-wide SOPs, QA/QC programs, and safety protocols to drive efficiency and mitigate risk. Maintain adherence to federal acquisition regulations (FAR), Davis-Bacon wage laws, EM 385 safety standards, and other contract-specific requirements Lead hiring, training, and performance management for project and field teams; foster a culture of accountability and excellence. Build and manage relationships with subcontractors, vendors, and suppliers; ensure contractual obligations are met. Monitor budgets, job costing, and project financial performance; work closely with accounting to ensure accurate forecasting and reporting. Serve as a primary point of contact for government clients and ensure clear communication, satisfaction, and issue resolution.
Qualifications:
Bachelor’s degree in Construction Management, Engineering, Business Administration, or related field (Master’s preferred) Minimum of 10 years in construction operations, with at least 5 in a senior leadership role Proven experience managing federal and military construction projects (NAVFAC, USACE, etc.) Strong understanding of construction methodologies, scheduling, cost controls, and safety compliance Proficiency with project management tools (e.g., Procore, Primavera P6, MS Project) Excellent communication, leadership, and organizational skills PMP, DBIA, or relevant certifications a plus
Preferred Experience:
Experience in SBA small business programs (e.g., 8(a), SDVOSB) Knowledge of electrical infrastructure or power distribution projects
OSHA 30, EM
