South Carolina ETV (SCETV) is the state’s public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational experiences, and strengthens communities, while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings.
JOB PURPOSE
Oversees the seamless operation and quality of broadcast services across all platforms, ensuring the delivery of high-quality content for our audiences. Manages and coordinates the technical and operational aspects of media processing, analysis and delivery, leading a team of skilled professionals, and maintaining compliance with industry and agency standards and regulations. The team reporting to this position serve as Tier 1 operational support for agency systems, monitoring, reporting, and responding to incidents across broadcast transmissions, digital streams, networks and signal paths. Foster a culture of excellence and collaboration within the agency serving internal and external customers.
JOB DUTIES
Responsible for seamless and successful operations across our media pipeline, including ingest from internal and external sources, closed captioning services, technical evaluation, digitization, and distribution across internal and external destinations. Responsible for Network Operations Center (NOC), providing centralized tier I support for agency systems, escalating as appropriate to IT, Engineering, Maintenance, and Facilities. Oversees master control, responsible for execution and management of play lists provided by Traffic, program switching, signal monitoring, automation systems, and discrepancy reporting. Leads and manages a team of Operators that perform a wide variety of tasks related to all aspects of media management and multi-platform distribution. Assigns tasks to ensure the day-to-day completion of work required. Creates and maintains staff schedules, meeting the dynamic needs of the agency. Provides training, mentorship, and a development plan for staff to ensure skills needed to perform are available and current. Conducts performance evaluations regularly, in accordance with agency and state policy. Creates, maintains, and continuously trains on process and procedure for staff, ensuring consistent results in operations. Ensure all media meets SCETV’s highest standards for quality and content across our media pipeline. Develop, implement, and maintain procedures and workflows to ensure that our content meets or exceeds industry standards and is free from errors and defect. Ensure all broadcasts and digital distributions or streams comply with legal and regulatory requirements, including measurement and documentation. Stay current with industry advancements and changes to broadcasting standards and regulations and ensure the department adapts accordingly, advising management as appropriate. Works collaboratively across many, if not all other areas of the agency internally as well as directly with external customers. Often responsible for accountability and organizational aspects of these collaborations, while working from a customer service centric mindset. Responsible for ongoing monitoring of agency needs, which will require regular meetings and communication with other departments to develop work strategies. Managing the central tier I support entity will require ongoing escalation and collaboration with other departments for resolution of incidents, issues, and needs. Leads team in methods and standards for communication with internal and external customers, utilizing agency provided systems. Develops and maintains contingency plans for handling of any technical difficulties, operational errors, and emergencies that may disrupt media flows, broadcasts, or signals in order to prepare staff to react accordingly. Document incidents, discrepancies, issues, and trends accurately and transparently, utilizing agency standards and systems. Quickly address and resolve issues as they arise to minimize effects and disruption, avoiding service disruptions wherever possible through proactive and preventive measures. Train staff in appropriate response to various common issues and guide them in developing service-minded approach to management and mitigation of events. Foster an environment of maintaining composure and working logically under pressure. Other duties as assigned, under supervision of the Technical Operations Manager and Engineering Department Heads. Minimum and Additional Requirements An associate’s degree in electronics and related experience. Preferred Qualifications Bachelor of Arts or Science in a mass communications, media, or journalism discipline and five years of experience in management or supervision of television production, media operations or an equivalent combination of training and experience.
