Under general supervision, the Computer Operations Manager 2 is responsible for professional-level managerial work of considerable difficulty in overseeing data center operations, including computer processing, data entry, production control, and scheduling. The role may involve managing all major functional areas at a moderate-sized or moderately complex site, a subset of functions at a large/complex site, or serving as an off-shift manager for a large-scale operations center.
Distinguishing Features:
This position may be responsible for: Managing all major operational functions at a medium-sized or moderately complex IT site Overseeing select functional areas within a large/complex data operations center Acting as the off-shift site manager, overseeing all IT operations Managing a sub-function or supervisory role within a centralized Office for Information Resources (OIR) framework This role is distinct from Computer Operations Manager 1 , which typically involves smaller or assistant-level scopes, and from Computer Operations Manager 3 , which covers the most complex, enterprise-level IT operations environments.
Key Responsibilities:
Assigns, trains, evaluates, and supervises IT operations personnel; makes staffing recommendations including hiring, promotions, or disciplinary actions Plans and prioritizes system workload and scheduling to maximize efficiency and minimize conflicts Interfaces with systems analysts, department leaders, and upper management to troubleshoot and phase in new systems effectively Ensures quality control over all computer inputs and outputs; investigates errors and directs corrective actions Analyzes workflow, staff utilization, and operations to recommend improvements in process, cost, and quality Evaluates hardware/software needs and recommends upgrades to support future system requirements; manages implementation and testing of new technologies Enforces IT operations policies and procedures; may also author or revise site-specific process documentation Oversees the preparation and maintenance of logs, reports, and records related to system activity and staff performance Trains subordinate staff in system operations, production control, and scheduling procedures May coordinate operations across multiple remote data processing locations, offering technical and procedural guidance May support IT analysts in conducting feasibility studies related to new system implementations or administrative automation
Minimum Qualifications:
High school diploma or equivalent required Significant experience in computer operations or data processing environments Demonstrated ability to lead teams in a 24/7 operations setting Hands-on experience with distributed or mainframe environments preferred
Preferred Qualifications:
Associate’s or bachelor’s degree in Computer Science, Information Technology, or related field Experience in ITIL-based operations or service delivery models Familiarity with job scheduling systems, backup tools, and mainframe or midrange platforms Experience in state government or large enterprise environments is a plus
Special Requirements:
