One Stop Operator (Operations Manager) 3.4 3.4 out of 5 stars Chattanooga, TN 37406 Job Overview This grant-funded position is responsible for coordinating and overseeing the operations of the American Job Center (AJC) system in alignment with the Workforce Innovation and Opportunity Act (WIOA). Funded through the local area’s Infrastructure Funding Agreement (IFA), this position supports service integration, continuous improvement, and customer-centered delivery across all AJC sites. The role is functionally managed by a consortium of local AJC partners, including Title I, Title II, Title III, and Title IV program leadership, to ensure balanced input, shared accountability, and effective implementation of One Stop operations. This position is based in Chattanooga, with regular travel required across our 10-county service area. Duties Coordinate day-to-day operations of the American Job Center (AJC) system to ensure services are delivered in alignment with WIOA regulations, the Memorandum of Understanding (MOU), and the Infrastructure Funding Agreement (IFA). Serve as the primary point of contact for One Stop operations, overseeing partner scheduling, facilities coordination, customer service protocols, and shared technology usage. Facilitate collaboration among core partners (Titles I-IV) and additional stakeholders to ensure seamless service delivery, shared accountability, and functional management by the partner consortium. Implement and monitor systemwide customer flow, referral processes, intake procedures, and data-sharing agreements to streamline access and reduce duplication of services. Observe, collect, and report data on system performance, including referrals, service outcomes, and customer/staff feedback. Provide regular updates to the Local Workforce Development Board (LWDB) with recommendations for continuous improvement. Support the LWDB in the development and execution of operational strategies, professional development opportunities, and system-wide improvements to strengthen performance and customer experience. Maintain an online repository of operational materials, system documents, schedules, and communications to support transparency and partner alignment. Ensure the availability and display of current partner program materials, labor market information, approved training opportunities, and resources aligned with the demand industry sectors. Coordinate outreach and resource integration with other grant-funded initiatives and system partners to maximize impact and service coordination. Convene and facilitate regular partner meetings to assess operational effectiveness, address challenges, and support shared decision-making. Participate in local and state technical assistance, training, and learning communities to remain current on best practices in integrated service delivery. Perform related duties as assigned to support the effectiveness, innovation, and equity of the One Stop delivery system. Experience Candidates who demonstrate a combination of education and experience sufficient to perform the functions of the role will be considered. Bachelor’s degree preferred, with at least three years of experience in workforce development, public service delivery, or program operations. Experience in cross-agency coordination, systems implementation, or managing service delivery logistics is strongly preferred. Skills Language Skills Ability to interpret and apply federal and state workforce development policies, including WIOA regulations, MOU provisions, and IFA requirements. Skilled in clear, professional written and verbal communication with diverse stakeholders, including partner agencies, staff, leadership, and the public. Systems Management Demonstrated ability to manage multi-site operations, monitor system-wide processes, and implement customer flow strategies across partner agencies. Familiarity with performance tracking, cost allocation, and reporting in a collaborative setting. Partner Engagement Experience working with community organizations and cross-functional teams. Able to build and sustain productive relationships, navigate partner dynamics, and facilitate collaboration among required and optional AJC partners. Continuous Improvement Skilled in gathering and analyzing system data, documenting operational practices, and identifying areas for improvement. Ability to make data-informed recommendations and support implementation of best practices across the system. Emotional Effort Must demonstrate professionalism, adaptability, and sound judgment in a dynamic, multi-stakeholder environment. Able to manage conflict constructively, maintain a customer-focused mindset, and respond flexibly to operational needs. Technology/Data Proficient in Microsoft Office Suite, virtual meeting platforms and document-sharing tools. Familiarity with workforce reporting systems such as Jobs4TN/VOS and experience managing shared technology or digital intake systems is preferred.
