OPERATIONS DIRECTOR APPLY
Purpose of Job The purpose of this position is to manage all operational aspects of the Engineering and Public Works Department, including the oversight of road and bridge construction, Project Management, and Traffic Engineering activities. Essential Functions Supervises, directs and evaluates assigned staff, processing concerns and problems, directing work, counseling, disciplining and completing team member performance reviews. Assist the Senior Director in the preparation and administration of the Operations Department budget; coordinating, directing, and reviewing services, assist in developing and implementing goals, objectives, policies, procedures, and work standards for the department Confer and provide assistance with members of other Knox County Government departments regarding departmental or county-wide operational matters Coordinate with partner agencies, including TDOT, the City of Knoxville, the Town of Farragut, and utility agencies to ensure efficient processes, project development, and communications. Work with external partners to identify opportunities for Knox County EPW to enhance the strategic agenda of the Mayor and Knox County Commission. Develop annual paving lists, strategies and capital projects and make final recommendations to the Senior Director for implementation. Serve as the Senior Director’s proxy as it relates to matters of Public Works. Serve as secondary point of contact for capital road and bridge projects, including design issues, right of way acquisitions and construction matters. Oversee long range planning for asset management, data development and capital projects. Additional Job Functions Ensure regular, punctual attendance during scheduled work hours Respond to and report immediately if called upon by local regional or central office supervisors as part of a coordinated emergency response by the Knox County Mayor’s Office Perform other duties as required Minimum Training & Qualifications Bachelor’s degree in Civil Engineering required. Minimum of five (5) year’s engineering experience. Must possess and maintain a valid Tennessee driver’s license Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position Specialized Knowledge Ability to solve complex technical engineering and management problems Competencies Ability to work successfully in a position of moderate complexity with internal and external customers in a large organization Ability to supervise others including providing work direction and conducting performance appraisals; ability to oversee a departmental function of over 100 employees Thorough understanding of engineering principles, practices and tools. Demonstrate excellent organizational skills Extremely detail-oriented and accurate. Thorough understanding of materials, methods, and tools involved in the construction or repair of buildings, bridges, roads, and other related structures.
