E Job Overview:
The Manager of Contracting and Procurement is responsible for overseeing the administration and execution of contracts, ensuring compliance and optimizing performance throughout the contract lifecycle. This position manages the procurement process and ensures compliance with HUD Regulations and the Policy and Procedures of the Agency. The responsibilities involve monitoring contract performance and ensuring all parties comply with contractual obligations. Coordinating schedules and timelines for contract deliverables, ensuring on-time completion. Preparing and maintaining accurate documentation and records related to contracts. Collaborating with internal departments to align contract terms with business objectives. Facilitate regular meetings with departments and contractors to discuss contract performance and improvements.
Responsibilities and Essential Duties:
Coordinates with end user departments in the development of bid specifications, scheduling, and publishing contracts for Invitations for Bids (IFB’s) and Request for Proposals (RFP’s), and Quotations for Small Purchases (QSP’s) in accordance with specifications from departmental representatives and based on industry standards. Draft, review, and negotiate contracts, ensuring clarity and compliance. Monitor contract performance and compliance, addressing issues as they arise. Maintain a comprehensive contract database and ensure all documentation is accurate and up to date. Collaborate with internal departments to ensure alignment on contract terms and execution. Provide guidance and training to staff and departments on contract policies and procedures. Conduct regular audits of contracts to ensure adherence to organizational policies. Purchase goods and services for the Authority in accordance with applicable laws and regulations. Ensures that all bids for goods and services are awarded in a timely manner to prevent the disruption of services and/or productivity involving daily operations throughout the Authority. Act as liaison between sites, departments and vendors to insure product suitability, quality, service, and support. Responsible for development, implementation and analysis of systems and procedures, monitoring and reporting on procurement and purchasing activity. Required Qualifications:
Education level Bachelor’s Degree in Public Administration, Business Administration or related major. Experience Four (4) years of progressively responsible public procurement experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities. Specific skills Ability to use sound judgment in order to make decisions in accordance with established HUD and Agency procedures and guidelines. Strong verbal and written communication skills. Ability to write reports, business correspondence, and procedures with conformance to the prescribed style and format. Detail-oriented with strong analytical and problem-solving abilities. Proficient in contract management software and Microsoft Office Suite. Ability to manage multiple projects and deadlines effectively. Strong interpersonal skills with the ability to build relationships with stakeholders. Ability to work independently and as part of a team. Ability to effectively present information and respond to questions received from government entities, employees, vendors, and the general public. Personal characteristics Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs Physical abilities Must be able to remain in a stationary position 50% of the time. Needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Certifications Requires completion of the National Association of Housing and Redevelopment Officials (NAHRO) Mastering Procurement and Contract Management Training within the first six months of employment. Licenses Valid Florida Driver’s License Insurable under the agency’s insurance policy
